Compliance Officer (General) - PKC13639 £Perth & Kinross Council Property Services provide professional services for the development and maintenance of a significant portfolio of public buildings including secondary, primary and nursery schools, residential care homes, offices, day care facilities, civic buildings and other facilities. The Division brings together key functions including building management, design, construction and procurement to ensure safe, legally compliant and well-maintained environments. The Compliance Team manages a wide range of servicing and maintenance contracts to ensure statutory compliance and to assist in informing the Planned Maintenance programmes. We have an immediate need for a Compliance Officer to oversee our planned preventative maintenance contracts and to ensure compliance with applicable regulations and standards, including the Health & Safety Executives Approved Codes of Practice and Guidance, across the non-domestic property estate portfolio. Oversee our Planned Preventative and Reactive Maintenance Contracts for water management, swimming pools, water fountains, boiling taps and closomat WCs. Review L8 Risk Assessments, interpreting results and instructing appropriate remedial actions. Responsible for reviewing any monitoring or servicing reports and instructing any remedial action required. Consequently, practical experience of working on hot & cold water systems would be advantageous. Conduct audits of contractors to ensure they are fulfilling statutory duties, identifying non-conformities and reporting these to Responsible Person(s)/Duty Holders. Ensuring all monitoring, maintenance and remedial tasks are completed promptly, effectively and in accordance with statutory requirements. Develop and maintain an asset register of all water systems and associated devices, including up-to-date schematic diagrams. Undertake root analysis into compliance related incidents or failures and identify any gaps in processes or training. Support ongoing improvements to the Council s Water Management Policy and associated procedures. Assist in the procurement of competent contractors and risk assessors. Provide compliance data, KPIs and reports to support operational planning and corporate reporting. Validate contractor applications for payment. We are seeking a highly experienced professional with a proven track record in managing water-related risks within non-domestic property estates. Extensive experience in water management systems is essential, particularly in reducing risks associated with Legionnaires disease and other waterborne contaminants, in full compliance with relevant legislation and HSE Codes of Practice. Direct experience working as or with a Responsible Person, ideally in a Contract/ Account Manager capacity. Substantial industry experience in water management systems within non-domestic buildings. Legionella Awareness Training. Direct experience and/or strong working knowledge of reviewing or undertaking L8 Legionella Risk Assessments, with the ability to interpret findings and determine appropriate remedial actions. Detailed knowledge of the legal and regulatory requirements. Comprehensive knowledge of mechanical systems in a Building Services environment (practical experience of working on hot & cold water systems would be advantageous). Strong planning and organisational skills, with a demonstrable ability to meet strict deadlines. Supervisory experience, including contractor and staff management. Proficiency in computer systems, including Microsoft Office and asset management software (e.g., A valid UK driving licence as this post requires you to travel to locations throughout the Perth & Kinross Council area. The following qualifications/training are mandatory and must be held at the time of application or obtained within six months of appointment (training costs will be covered by Perth & Kinross Council): Responsible Person training P900 Control of Legionella in Domestic Hot and Cold Water Systems or an equivalent accredited course (e.g. City & Guilds or Water Management Society) P901 Management and Control of Building Hot & Cold Water Services or an equivalent accredited course (e.g. City & Guilds or Water Management Society) The Water Supply (Water Fittings) (Scotland) Byelaws 2014 Ideally you will hold membership of the Water Management Society or be willing to work toward obtaining full membership within three years.
