Service Manager (Planned Care and Cancer Service) Ophthalmology
Hywel Dda University Health Board is entering an exciting period of development, and we are looking for a motivated Ophthalmology Service Manager to help lead and modernise our service. The successful candidate will provide day to day operational leadership across our Ophthalmology service, working closely with clinical, nursing and orthoptic leads ensuring safe, efficient, and high quality patient care.
Main duties of the job
Key Responsibilities:
* Lead the operational delivery of the Ophthalmology service.
* Support achievement of national performance standards, including R1 Eyecare Measures, RTT and Follow Ups.
* Drive service improvements and pathway modernisation.
* Use and analyse data to support decision making and improvements.
* Motivate and support multidisciplinary teams to deliver excellent patient care.
* Ensure effective communication across all areas of the service.

* Excellent communication, analytical (including Excel expertise), and problem solving skills.
* A proactive, improvement focused leader.
* Ability to speak Welsh is desirable (Level 1). English and/or Welsh speakers are equally welcome to apply.
Person Specification
Qualifications and Knowledge
* Educated to Degree level or equivalent experience.
* Masters level qualification or evidence of CPD to Masters level.
* Recent exposure to relevant management or leadership development programme.
* Clear understanding of the key factors critical to the provision of health care, e.g. NHS strategies and policies, local health economy issues, national performance management framework, financial flows, national initiatives for achieving improved performance, etc.
* Leadership or Management Qualifications.
* Clear understanding of the modernisation agenda, opportunities for redesigning services and tools and techniques for achieving service change.
* Knowledge of duties imposed on the Health Board by employment law, other legislation, NHS policy and priorities, and the requirements of corporate and clinical governance and inspection and regulation environment.
Experience
* Experience of working as part of a multi‑professional team.
* Experience of managing and completing programmes of continuous improvement and change management in a complex environment.
* Experience of conducting negotiations relating to detailed matters.
* Experience of managing staff and working with staff trade unions/staff representatives.
* Proven track record of staff and budget management.
* Experience of undertaking service planning, considering complex and multi‑stranded information (finance, workforce, clinical equipment and organisational factors).
* Experience in the management of clinical teams.
* Experience in project management methodologies.
Other
* Ability to travel between sites in a timely manner on a daily / weekly basis.
* Welsh Speaker (Level 1).
