Recruitment and Resource Project Manager Recruitment and Resource Project Manager Summary: Not for Profit Care Charity Winchester (Hybrid Working) 18 Month fixed term contract 35 hours per week £45,000 - £50,000 per annum (Dependant on experience) About the Role As we continue to evolve our operating model, we are embarking on a key strategic project to strengthen workforce consistency, improve recruitment effectiveness, and enhance our employer brand to ensure we attract and retain exceptional colleagues across all services. This 18‑month project role will develop and deliver an attraction strategy, refresh our employer brand, and undertake a full review and optimisation of our recruitment processes and attraction. In parallel it will lead the design and implementation of a pilot to centralise the Brendoncare Bank (internal agency) by bringing together all existing home‑based bank staff into one coordinated workforce solution. What Success looks like Pilot delivery and proposal for fully operational, centralised Brendoncare Bank Team with clear governance and measurable impact. Reduction in agency spend and improved consistency of staffing across homes. A refreshed employer brand reflected across all recruitment materials and digital channels. A clear, targeted attraction strategy driving increased application numbers and quality. A redesigned, efficient, and candidate friendly recruitment process with measurable improvements in time to hire and retention. Key requirements: Previous experience in HR, resourcing, workforce planning, talent management, or people focused project delivery. Demonstrable experience leading organisational change or service redesign. Strong understanding of recruitment processes, employer branding, and candidate attraction. Excellent stakeholder engagement, communication and influencing skills. Ability to balance strategic thinking with operational, hands-on delivery. Data driven approach with strong analytical and problem-solving capability. Highly organised with the ability to manage multiple workstreams and deliver projects on time and in budget.
