Key Responsibilities:
* Deliver a programme of work that responds to the Governments consumer flex ambitions, managing and co-ordinating successful outcomes across teams, Ofgem and professions.
* Take responsibility for setting and delivering our vision for the policy, system and retail market changes needed to drive a significant increase in consumer-led flex and defining Ofgems role within that. Develop, plan and deliver work outcomes, including clear and transparent work objectives, milestones and success metrics.
* Accountable for agreeing and delivering on budget and resource requirements.
* Encourage and support development of colleagues within teams and create a positive work environment, supporting individuals to do the best that they can and to develop in role.
* Provide strong leadership to create an inclusive culture which values diversity and takes an evidence-based approach to embedding D&I considerations in all decision making and delivery.

Key Outputs and Deliverables

Delivery
* Work with and across existing teams to ensure delivery of existing consumer-led flexibility commitments and assess whether these activities are sufficient to meet CP2030 ambitions and what is needed to fill any gaps.
* Develop and deliver the long-term programme of work, including assessing ongoing resource requirements and governance arrangements for Ofgem to deliver our retail flex ambitions, beyond the flexibility roadmap.
* Deliver specific market and policy interventions that further Ofgems vision for the retail market with regard to flexibility, including ensuring fair prices, consumer protection, and an efficient, low-cost energy transition.
* Work with external stakeholders to deliver targeted interventions in the market where necessary.
* Effectively advise GEMA, Senior Leadership Team, and the Senior Responsible Officer (SRO) on the regulatory and policy decisions and risks which impact upon consumers, stakeholders, and the organisation.
* Portfolio management
o Build a high performing, high morale, set of teams.
o Ensure strong project management tools and practices, including prudent management of the associated budgets.
o Developing organisational capacity to deliver.
o Establish robust governance processes ensuring a balance between strong oversight and ability to respond in an agile fashion.
* Relationship management
o Lead senior engagement with Government, other regulators, and relevant external stakeholders, building strong relationships, and identifying situations in which escalation is necessary.
o Be a visible and accessible representative of Ofgem, providing effective and intelligent input to relevant stakeholders.
Person specification

Essential Criteria
* A strategic and inspirational leader within the Energy Industry - significant and proven senior leadership experience. Comfortable managing a team within a complex policy environment, motivating and inspiring staff to deliver strategic priorities and setting the required direction. (Lead)
* Ability to deliver through others experience of delivering through cross Organisation teams. Driving delivery through critical contributions from several partners to deliver complex Programmes successfully.
* A strong communicator highly credible communication skills, with experience of building strong stakeholder relationships, high emotional intelligence and the ability to engender trusted relationships that achieve buy-in and commitment from senior stakeholders, both internally and externally.
* Understanding of retail market dynamics and different actors in this space Knowledge of policy impact on retail markets dynamics from all areas of contribution

This role has a minimum assignment duration of 3 years. An assignment duration is the period of time a Senior Civil Servant is expected to remain in the same post to enable them to deliver on the agreed key business outcomes.
