Job Description

The Group

The aim of the Business and International Tax (BIT) Group is to provide strategic oversight of business, environmental, transport, property, VAT, excise taxes and customs duties that together raise revenue of over £400 billion a year. The Group works closely with other government departments and is outwards facing towards key stakeholders, including business, industry, interest groups and international counterparts, and there are opportunities to be part of this engagement at all levels.

The work of the Group is vital to fund essential public services, while working with other Treasury Groups to support the government’s wider agenda – including supporting business investment and economic growth, developing and negotiating new customs arrangements following the UK’s departure from the EU; levelling up opportunities across all parts of the United Kingdom; and delivering “Net Zero” carbon emissions by 2050. The Group’s high-profile portfolio make it a highly dynamic, flexible and interesting place to work.

The Team

The Strategy, Devolution and Cross-cutting team (SDX) works across the Business and International Tax group to support and develop strategic and critical thinking about the business tax system as a whole. We lead on strategic and cross-cutting business tax policy areas and work closely with policy partners in HMRC.

The Business Tax Strategy and Analysis branch leads on strategic business tax projects including tax reliefs and taxation of Small and Medium Sized Enterprises (SMEs). We coordinate business tax input into Budgets and other fiscal events, as well as assessing the impacts of tax measures on different types of businesses.

The devolution branch lead on tax devolution issues. We lead on the tax elements of devolution to Scotland, Wales and Northern Ireland, as well as proposals for devolution within England.

The team also leads on cross-cutting tax policy, in particular developing and co-ordinating tax policy measures for Freeports and Investment Zones.

Line management responsibilities for the business support team for the tax teams in the Business and International Tax Group also sits within this team.

About The Job

You will be part of the Business Tax Strategy and Analysis branch in SDX. Our branch leads on strategic business tax projects including tax reliefs and the taxation of Small and Medium Enterprises (SMEs). We coordinate business tax input into Budgets and other fiscal events, as well as making assessments of the cumulative impacts of tax measures on different business types and sectors.

This is an exciting role combining economic analysis and policy work, working on specific strategic areas as well as on crosscutting projects. You will have the opportunity to work side-by-side with policy professionals to ensure that economic theory and analysis is embedded in their policy work, and that real time data (notably tax receipts) is understood and incorporated into their work.

This role offers you the chance to influence how tax policy is made and get an overview of the business tax system. It will offer you the opportunity to think about new ways of using the tax system to support the government's objectives.

We are looking for someone with strong analytical skills, specifically this job would best suit someone with an understanding of economics and experience of applying modelling tools to influence policy decisions. You should be willing to work flexibly with others to learn new skills. There will be opportunities for the successful candidate to undertake policy work, as well as analytical work, potentially relating to tax reliefs, and short-term priority projects for the wider Group. Prior experience working is tax is preferable, but not a requirement of the role.

Your Responsibilities Will Include:


* Leading on economic analysis for the business tax teams. Complete economic research, modelling and analysis for leads and ministers. More specifically, at fiscal events, working with teams across HMT to provide data and analysis that informs policy decisions and understand likely behavioural response to our announcements. The postholder will be responsible for coordinating cumulative business impacting modelling at fiscal events to help inform ministerial decision making.
* Maintaining the modelling capability of the branch – updating our models and ensuring the branch (or other colleagues) can run them on demand, working closely with colleagues in Fiscal and Economics groups.
* Delivering on analytical projects to inform our work and support advice, based on developments in government priorities, and academia (and think tanks etc). At current these focus on the taxation of Small and Medium Sized Enterprises (SMEs) and cost of Tax Reliefs.
* Helping the team manage its busy tax policy portfolio, including coordination of cross-cutting tax policy work, feeding into briefings and PQs and working with various tax teams to ensure analysis is embedded into policy decision-making,
* Working in close collaboration with HMRC, specialists across the Department and external partners, including in other government departments; building effective relationships in multiple teams and at various grades.

Qualifications:

* The successful candidate should have a degree or significant practical experience in a quantitative, analytical or numerate discipline.

Eligibility Statement
