We are Ofwat, the Water Services Regulation Authority, a non-ministerial government department responsible for regulating the water sector in England and Wales.
We have an opportunity for a
Data Analyst
to join our Environment Team within RAPID & Environmental Planning Directorate.
The water sector is entering a new chapter. Following the Independent Water Commission's Final Report and subsequent White Paper – 'New Vision for Water', the UK government has set out a bold new direction – one that brings together expertise from across the sector to deliver better outcomes for customers and the environment.
Ofwat is working in collaboration with the government and other regulators to help establish a new body for England, combining our strengths with those of the Drinking Water Inspectorate, the Environment Agency, and Natural England. We're also continuing to engage with the Welsh Government to support future decisions for Wales.

Job Description
We are looking for a
Data Analyst
to join our Environment Team at Senior Associate level. The Environment team is responsible for delivering the environmental policy objectives set out in our strategy and for engaging and collaborating with key environmental stakeholders. The team covers a broad range of areas, including climate change, biodiversity, nature-based solutions, and water quality.
Requirements
The primary purpose of this role is to ensure Ofwat retains the capacity to deliver its statutory obligations under Section 81 of the Environment Act. This includes regulating the requirements around the publication of near real time Event Duration Monitoring (EDM) data by water companies beholden to the duty. The EDM monitoring solution is central to this approach, providing near real-time insights that enable:
* Enhanced accountability for storm overflow performance.
* Standardised data handling across the sector, while allowing companies discretion to innovate.
This role ensures Ofwat can deliver on these recommendations by maintaining and evolving the technical infrastructure that supports data-driven regulation and environmental protection. By maintaining and enhancing the EDM monitoring solution, you will play a critical part in enabling Ofwat to meet its strategic objective of driving water companies to tackle long-term challenges through collaboration and delivering best value for customers, society, and the environment. This role also acts as a forerunner to future technical development of the solution and delivery of work aligned to the continuous water quality workstream.
While you will lead on the ownership of the near real time EDM solution, you will also play an important role in driving the collaborative work across Governments and with other regulators to improve future water resources management. Ofwat has access to a broad range of data through the price review process, water company business plans, and annual performance reporting, and we are also interested in the use of open environment data to glean novel insights. You will help ensure these insights are used effectively to support regulation and wider policy development to ensure delivery of water sector objectives.
You will be comfortable representing Ofwat and communicating evidence to a wide range of environmental stakeholders, including government officials, water companies and eNGOs. You will provide technical detail and make development recommendations, ensuring the solution meets Ofwat's needs whilst navigating differences in data approaches across the sector.
