Head of Mobilisation

Bridgwater, Hinkley Point C Site – Permanent – Competitive Salary + Car/Car Allowance + Flexible Benefits

NG Bailey is part of the MEH Alliance delivering mechanical, electrical and HVAC installation for the Hinkley Point C project.

The Head of Mobilisation is responsible for leading the operational mobilisation model across the MEH Programme, ensuring the programme can safely, effectively and efficiently mobilise resource capability at scale.


Key Deliverables

* Mobilisation Operations Leadership
o Lead the operational mobilisation function across the MEH Programme
o Establish and maintain a scalable mobilisation operating model capable of supporting programme growth
o Drive operational discipline, visibility and accountability across mobilisation activities
o Ensure mobilisation activity supports programme delivery priorities and workforce plans
o Create a high‑performing mobilisation culture focused on pace, control and delivery
* Supply & Pipeline Management
o Oversee operational management of approved resource demand
o Ensure demand progresses visibly and efficiently through the mobilisation pipeline
o Coordinate sourcing activity across partner organisations and recruitment teams
o Monitor pipeline ageing, bottlenecks and mobilisation risks
o Drive mobilisation recovery activity where supply issues arise
o Support implementation of best athlete mobilisation principles
o Ensure mobilisation reporting and operational visibility are maintained
* Deployment & Coordination
o Oversee deployment planning, workforce coordination and mobilisation sequencing
o Ensure resources are deployed effectively in line with programme priorities
o Maintain visibility of mobilisation status, deployment readiness and operational flow
o Coordinate mobilisation interfaces with programme delivery teams and operational leaders
o Escalate deployment risks and operational constraints early
* Operational Governance & Performance
o Lead mobilisation operational cadence, reviews and escalation processes
o Monitor mobilisation performance against agreed SLAs and operational expectations
o Ensure operational mobilisation dashboards and reporting remain accurate and visible
o Drive operational performance improvement and mobilisation resilience
o Support governance reviews, operational assurance and programme reporting
* Partner Coordination & Accountability
o Work collaboratively with partner organisations, recruiters and operational stakeholders
o Ensure approved demand is actively supported and progressed operationally
o Challenge delays, inactivity and mobilisation underperformance appropriately
o Support mobilisation escalation and recovery activity where required
o Promote operational transparency, responsiveness and delivery focus across the mobilisation model
* Strategic Alignment
o Work closely with the Head of Strategic Resourcing to align operational mobilisation activity with future workforce demand and capability planning
o Support mobilisation planning for future programme growth and resource requirements
o Provide operational insight into mobilisation constraints, risks and delivery challenges
o Support implementation of UKG-enabled workflows, reporting and operational visibility


What we’re looking for

* Previous experience managing mobilisation, resourcing operations and programme demand preferably within large scale engineering/construction/industrial regulated environments.
* Strong operational leadership capabilities
* Excellent stakeholder management, in particular coordinating with stakeholders across various functions, both internal and external to the alliance.
* Confidence in escalating issues and driving operational accountability
* Ability to operate effectively at pace within complex organisational structures
* Calm, structured and delivery‑focused leadership style
