A global investment bank is currently recruiting for an experienced, commercially focused and detail‑oriented IT Procurement Officer – VP to join its Procurement function on a permanent basis.
They are based in London and offer hybrid working, with 3 days on site per week.
This role plays a critical part in shaping and delivering the bank’s IT sourcing strategy, managing strategic vendor relationships, negotiating complex technology contracts, and ensuring full compliance with internal governance and external regulatory requirements.
You will work closely with IT leadership, the CIO Office, Legal, Risk, Information Security and senior business stakeholders to support the bank’s technology roadmap, drive cost optimisation and deliver robust, compliant procurement outcomes across the Global IT estate.
Key Responsibilities
* Lead end‑to‑end IT procurement activities across software, hardware, cloud services, IT services, data centres and networking
* Develop and deliver IT sourcing strategies and category roadmaps aligned to business objectives and risk appetite
* Ensure IT products and services are sourced competitively and cost‑effectively, in line with procurement policy
* Negotiate complex technology contracts, securing optimal commercial terms and appropriate risk mitigation
* Drive cost‑saving and efficiency initiatives to meet agreed savings targets
* Partner with IT, Legal, Risk and Information Security teams on vendor due diligence, onboarding and ongoing oversight
* Ensure compliance with internal policies and regulatory requirements (including FCA, PRA, EBA and DORA)
* Prepare and present detailed financial and commercial analysis to senior stakeholders and governance forums
* Attend and support relevant governance meetings and committees, including provision of procurement inputs and reporting
* Perform procurement operational controls and KRIs, including conflict of interest management
* Communicate procurement policy and best practice across IT and the wider business
* Contribute to the ongoing improvement of procurement processes, systems and reporting
Skills & Experience Required
Essential
* Proven IT procurement experience within banking, financial services or another regulated environment
* Strong track record of negotiating technology contracts, including regulatory and risk‑driven agreements
* Experience running end‑to‑end RFX processes for technology categories
* In‑depth understanding of procure‑to‑pay and source‑to‑contract processes
* Exposure to IT sub‑categories including infrastructure, cloud, software (SaaS and on‑prem) and cybersecurity
* Ability to analyse and present large volumes of detailed financial and commercial data
* Strong stakeholder management skills, with experience engaging at senior levels
Desirable
* CIPS or equivalent procurement qualification
* Experience using Ivalua or similar procurement platforms
* Exposure to low‑latency trading infrastructure and international network connectivity
