Purpose of the Role The Training and Compliance Officer will support the management of systems, compliance, operational processes, and services essential for the successful delivery of mainstream Department for Education (DFE) and other training contracts, particularly Apprenticeships. The postholder will ensure compliance with funding rules and quality requirements, focusing on the efficiency and monitoring of CMN’s Apprenticeships and training service provision. 3. Key Duties & Responsibilities Apprenticeship Management and Administration Onboarding: Onboard apprentices using the PICS system, handling initial checklists, BKSB assessments, and learner paperwork completion. Funding & DAS: Use the Digital Apprenticeship Service (DAS) system to secure funding, guide employers on setup, confirm apprentices, and ensure employers confirm their DAS to prevent data locks. Data and Claims: Add claims for Functional Skills (FS) and Additional Learning Support (ALS) as appropriate. Ensure the monthly Apprenticeship claim is submitted to the Department for Education (DfE) accurately and on time, checking and correcting errors. Maintain accurate records and audit trails for all training activity. e-Portfolio System: Manage VQ Manager, the apprentice e-portfolio system, including creating and archiving learners and employers, adding new users, running reports, and supporting day-to-day access for all users. Qualification Setup: Create and set up new qualifications, End-Point Assessment (EPA) organisations, and officers for use on sign-up forms as necessary. Monitoring: Monitor all learners for Breaks in Learning and any withdrawals. Establish and monitor Apprenticeship tutor work plans. Partner/Centre Liaison: Liaise with partner delivery centres (e.g. Daisy Fays, Naturally Learning) to provide monthly data and summaries for their share of earnings. Undertake and maintain due diligence on Apprenticeship delivery partners. Compliance and Rules: Keep up to date with changes in Apprenticeship Standards and Funding Rules, updating required systems as needed. Compliance and Quality End-Point Assessment (EPA): Liaise with EPA organisations to arrange EPAs, checking and submitting all necessary Gateway documents, arranging dates, and disseminating results. DFE/Audit: Support the Delivery team with audit and quality requirements of the DFE, Ofsted, and publicly funded contracts. Maintain all appropriate quality systems and associated paperwork. Course Coordination: Collect information to standardise the design and development of courses, ensuring they meet the quality requirements of awarding and funding bodies. Continuous Improvement: Contribute to the continual quality improvement processes of CMN. Examinations and Certification Scheduling, administration and invigilation: Ensure examinations (including Functional Skills exams) are scheduled, booked, and administered according to strict regulations, including any updates to candidate details. Occasional exam invigilation, which could be at sites around Cornwall. Logistics: Order and store exam papers in accordance with exam protocol, arranging rooms, equipment, laptops, and invigilators as necessary. Certification: Claim certificates as and when required. Post and store copies of certificates as they arrive. Registration: Register learners with awarding bodies (e.g. OCN and Pearson) in a timely manner according to their rules. General Support and Administration Documentation: Liaise with Coordination and Training Teams to monitor timely registrations and trigger points for action for onboarding, enrolment, registrations, and certification. Reviewing tutor invoices against allocations. Collate documentation for new course approvals, compliance, and eligibility for funding. Meetings: Facilitate, take notes, and monitor actions at standardisation meetings as required. Office Support: Assist the Senior Training Manager and wider team with general administrative work and general office and facilities coordination. Skills and Experience Essential Criteria A minimum of three years’ experience in an administration/coordination role. A high level of computer literacy, particularly in Windows. Ability to support quality improvement initiatives and monitor audit documentation to Company standards. High level of literacy and numeracy, paying particular attention to detail and ability to meet deadlines. Good communication and customer service skills, both written and verbal. A good team player, able to work efficiently and effectively independently and autonomously. Desirable Criteria Experience of working within a training/business environment. Experience using or setting up a data/information (MIS) system (e.g. PICS). Experience of working in a target-driven environment. Awareness of Information Security and Governance (e.g. Data Protection, confidentiality). Awareness of Safeguarding (children, young people, and/or adults at risk); PREVENT (Terrorism, Radicalisation, and Extremism) and Equality and Diversity. Own reliable transport with a full clean driving licence.
