Job Duties

Serve as the Agency Regulatory Coordinator as required by the Virginia Administrative Procedures Act and is responsible for preparing, distributing, and publishing all evaluations, public notices, and regulations as outlined by the Code of Virginia for all regulatory amendments for the Commission. This position will be responsible for standardizing and organizing public record keeping of the full regulatory process for VMRC and serves as agency liaison with Virginia Code Commission Registrar for documented receipt and maintenance of, regulations as public record.
Duties and Responsibilities:
•Prepare, distribute, and publish all regulatory public notices and amendments to regulations as outlined by the Code of Virginia.
•Develop draft regulatory language for all proposed regulatory amendments and changes.
•Coordinate and serve on the agency’s Regulatory Review Committee including meeting scheduling and material distribution.
•Responsible for updating and amending regulations through the Virginia RIS system.
•Serve as the lead for the agency for the Office of Regulatory Management requirements including Town Hall procedures, regulation reviews, unified plan, and periodic reviews.
•Responsible for standardizing and organizing public record keeping of full regulatory process and provides requested information to attorneys, clients, judges, clerks, deputy clerks and the public, and provides copies of certified acknowledgements of regulations approved and in effect when solicited.
•Serves as agency liaison with Virginia Code Commission Registrar for documented receipt and maintenance of, regulations as public record.
•Prepare agency records for appeals.
•Research and prepare monthly License Status review cases for the Commission. This includes preparing all supporting documentation packages in accordance with current sanction tables.
•Attends industry meetings, public hearings, and MRC meetings to gather and/or present information about Virginia marine fisheries.

Minimum Qualifications

Minimum Requirements:
1. Experience in a high-demand, fast paced and confidential working environment and promote a harmonious team effort agency-wide
2. Proficient computer-based data management including data entry and editing as well as having knowledge of Access, excel (using formulas, charts and diagrams a must) and word processing.
3. Ability and focus to research extensively and familiarity with Virginia Code.
4. Basic knowledge of the principles and practices of state government regulation; agency organizational functions; the Virginia Freedom of Information Act; and public relations and media communications.
5. Demonstrate skills in oral and written communications, including a strong aptitude to communicate and work with peers, the fishing industry and the public.
6. Demonstrate ability to effectively collaborate with stakeholders and organizations from the fishing industry.
7. Ability to work independently.
8. Experience with fax machines, calculator, copier, scanners, telephone with multiple lines, etc.

Additional Considerations

At least 10 years hands-on administrative experience, and 5 years supporting a leader and/or division. Experience with computer systems,
