Procurement Specialist - Indirects / IT
Location: Birmingham (Hybrid)
Salary: up to £45,000 + benefits
We're supporting an organisation who are looking to appoint an experienced Procurement professional to deliver strategic sourcing activity across a broad range of indirect categories, with a particular emphasis on IT and technology services. This is a full-time, permanent position based in Birmingham, offering hybrid working flexibility.
The ideal candidate will have a sound understanding of public procurement regulations (Procurement Act 2023), and will be comfortable leading end-to-end tendering processes including drafting technical and commercial documentation, running competitions, evaluating bids, and supporting contract finalisation.

Core Responsibilities:
Deliver compliant and commercially sound procurement projects across assigned indirect categories (with a focus on IT hardware, software, consultancy, and cyber-related services).
Draft and manage tender documentation in line with public procurement legislation.
Support the creation and negotiation of contract terms, working alongside legal and category leads where required.
Liaise with internal stakeholders to define procurement strategies aligned with service delivery and commercial goals.
Conduct market research to identify innovative supplier solutions and inform decision-making.
Ensure appropriate procurement governance, approvals, and audit trails are in place.
Monitor supplier performance and contribute to contract management and continuous improvement initiatives.
Essential Experience:
Solid background in public sector procurement (either local authority, NHS, central government, or regulated environments).
Strong working knowledge of the Public Contracts Regulations 2015 and familiarity with the Procurement Act 2023.
Experience leading or supporting procurements for indirect categories, ideally with exposure to IT, software, or digital transformation.
Demonstrated ability to draft tender and contract documents, manage clarification processes, and lead evaluations.
Confident communicating with both internal stakeholders and external suppliers at varying levels of seniority.
Ability to balance compliance and commercial outcomes in a deadline-driven environment.
Desirable:
Studying towards or holding a CIPS qualification.
Understanding of strategic sourcing methodology and category planning.
Familiarity with frameworks and collaborative procurement approaches.
