Team / Directorate: Estate Standards Team / Evidence, Policy and Permitting

Starting salary: £45,367 rising to £50,877 per annum through annual increments (pro rata for part-time applicants)

Contract type: Permanent

Work pattern: Full time, 37 hours per week (part-time, annualised hours, compressed hours, or term-time considered; discussions at interview stage welcome)

The role

To provide expert technical leadership on Timber Harvesting and/or Forest Management operations, managing the development of NRW policies, programmes, plans, strategies, and guidance. This involves translating Welsh & UK Government policies, UK Woodland Assurance Standard (UKWAS) requirements, and industry standards into practical delivery approaches. You will collaborate with colleagues from Evidence, Policy and Permitting, Commercial, and Operations teams, as well as Welsh Government officials and sector representatives. We support flexible working; you will be contracted to the nearest NRW office to your home with a hybrid working pattern agreed upon appointment. Regular face-to-face meetings or training will be planned in advance. Successful applicants will undergo a satisfactory DBS check. Appointments are generally made within 4 to 8 weeks of the closing date.


What you will do

* Lead and project manage complex issues requiring development of NRW policies, strategies, plans, and programmes.
* Maintain ownership and oversight of forest operations policies, ensuring compliance with UKWAS, regulatory, and industry standards.
* Design and deliver monitoring procedures and audits.
* Identify knowledge and competency gaps; organize resources, training, and programmes to address them; manage projects accordingly.
* Stay informed on forestry sector developments, legislative, technological, and market changes affecting NRW.
* Lead or contribute to task and finish groups to produce defined outputs.
* Collaborate with the Team Leader on personal objectives.
* Undertake health and safety duties relevant to the role.
* Uphold NRW’s Equal Opportunities and Diversity policies and understand their application within your role.
* Engage in personal development through your development plan (Sgwrs).
* Perform any other duties reasonably assigned, consistent with the role’s grade.


Qualifications, experience, knowledge, and skills

Demonstrate the following using the STAR method:

* Knowledge of Welsh and UK legislation and policies related to forestry and sustainable land management.
* Experience with timber harvesting operations and/or sustainable forest management.
* Understanding of stakeholders involved in UK forestry and land management, and how to work with them in Wales.
* Experience working with forest industry companies, local authorities, NGOs, and National Park Authorities.
* Project management experience and/or qualifications.
* Professional membership or progress towards membership of the Institute of Chartered Foresters or relevant body.
* Ability to represent the organization on high-profile or contentious issues.
* Willingness to share knowledge and support colleagues.
