Job Description

We have an exciting opportunity to manage the strategic planning and business aspects of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will revolutionize how the Environment Agency regulates.

You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme to mitigate risks, resolve issues, and remove barriers to delivery, ensuring alignment with the business case and value for money.

We seek someone with a proven track record in managing complex financial data, collaborating with stakeholders to drive value, and influencing ongoing investments.

Responsibilities include:

1. Understanding the financial and economic basis of the programme’s business case and spending reviews.
2. Ensuring programme deliverables align with strategic objectives and managing change control processes.
3. Supporting the Programme Manager to ensure changes to time, cost, and quality are managed, working closely with delivery teams to ensure affordability and value for money.
4. Managing queries from senior stakeholders and providing regular financial and programme reports across EA, Defra, and external suppliers.
5. Assisting the Programme Manager and Director with investment and funding activities.
6. Ensuring compliance with governance and assurance standards.
7. Supporting business management through whole life cost allocations.

The team:

The Digital, Innovation, and Programmes team oversees the Digital Strategy and its implementation across E&B, setting the strategic direction for digital services that transform regulation processes.

You will work with a multidisciplinary team, including Defra shared services and third-party suppliers, to develop user-centered online services and digital platforms that are efficient, straightforward, and user-friendly.

Experience and Skills Required

Preferred but not essential:

* Experience working in a fast-paced, dynamic programme environment
* Proficiency in Microsoft Office tools (Excel, SharePoint, PowerBI, etc.)
* Experience managing complex financial data
* Knowledge of organisational financial, business planning, and budgeting processes, including charge funding, CDEL, and RDEL, and recharges between Defra and EA
* Experience raising purchase orders
* Experience with business cases, EA and Defra approval processes, and change control
* Experience working within a digital programme (desirable)
* Understanding governance around spend control and assurance processes
* Proven ability to lead, engage stakeholders, and drive innovation and best practices

Additional Information

You will have an incident management objective in your development plan, with support and training provided. The role is flexible regarding working location, with an EA Office base; some travel and overnight stays may be required.
