Principal Asset SurveyorLocal Authority. Strategic Property Services Grade 13 | Full-Time
Are you an experienced property professional looking to influence the strategic direction and performance of a diverse public‑sector estate? We are seeking a highly capable Principal Asset Surveyor to play a key role in managing, optimising and developing a substantial property portfolio valued at more than £500 million.Proactive asset management is central to ensuring that the estate delivers strongmercial performance, supports organisational objectives and provides value for money. The portfolio includes a mix ofmercial, industrial, rural and development assets held within an established investment programme across multiple asset classes.This role will focus on the optimisation, rationalisation and day‑to‑day management of assets to maximise ie, minimise costs and ensurepliance with statutory requirements, including achieving best consideration under Section 123 of the Localernment Act 1972.
About the RoleAs Principal Asset Surveyor, you will manage a varied asset management caseload, taking responsibility for financial analysis, lease management, operational performance and strategic advisory work across the estate. You will lead negotiations,mission external advisors and support the development of asset management policies and practices.Your expertise will help guide decisions on investment, development, retention and disposal, contributing to long‑term strategic plans and the effective management of all operational andmercial assets.
Key ResponsibilitiesYou will:
1. Develop asset management and investment strategies, identifying surplus or under‑performing assets and implementing value‑add or disposal initiatives.
2. Conduct detailed financial andmercial appraisals for lettings, rent reviews, lease renewals, refurbishments and other asset‑related decisions.
3. Leadmercial negotiations with tenants, developers, partners and stakeholders.
4. Ensure all statutory, legal andpliance obligations relating to the estate are met, including securing consents and legal agreements before worksmence.
5. Provide valuation and strategic asset management advice on the retention, disposal, development or investment potential of assets.
6. Promote best practice across asset management and contribute to the development of policies, procedures and professional standards.
7. Uphold strong corporateernance for asset‑related decisions.
8. Provide strategic advice and high‑quality reports for internal steering groups, senior stakeholders and external bodies.
9. Contribute to annual investment programme reports, the Corporate Asset Management Plan and other strategic asset documentation.
10. Maintain accurate information within asset management systems (AMS), CAD, GIS and related platforms.
11. Ensure workplies with policies including health & safety, statutorypliance, sustainability and informationernance.
12. Demonstratemitment to equality, diversity and inclusion at all times.
13. Support, when required, by deputising for the Development &mercial Estates Manager.
About YouEssential Qualifications & Experience:
14. Degree or equivalent in Real Estate or a related discipline.
15. Full MRICS membership.
16. Significant post‑qualification experience managing a broad range of leasehold and freehold assets.
17. Strong experience in Landlord & Tenant matters, including valuation, negotiation and legal understanding.
18. Proven experience analysing investment markets and interpreting financial/performance data.
19. Experience advising on investment acquisitions and development appraisals.
20. Significant experiencemissioning and managing external agents and solicitors.
21. Experience valuing a wide variety of property types.
22. Knowledge of preparing and managing budgets or spending profiles.
23. Good understanding of construction‑related matters.

Desirable:
31. Experience within localernment or a similar public‑sector organisation.
