Governance and Risk Officer role at Publica Group Ltd. Publica provides recruitment support services to local Councils and partner organisations, including West Oxfordshire, Cotswold, and Forest of Dean.

You will join a shared service environment supporting governance, risk, and compliance across three councils, with the aim of delivering effective governance practices.
About the role
This role is central to ensuring that governance, risk, and compliance arrangements are effective, transparent, and meet statutory requirements.
You will coordinate board and committee functions, maintain compliance with the Companies Act, and support councils in delivering good governance practices.
In this varied role, you will lead coordination and delivery of strategic and service-level risk registers, work with officers to embed risk management, own and improve risk management policies, produce reports for audit and governance committees, and ensure annual governance statements are compliant with national frameworks. You will also support complaints management, oversee governance processes such as declarations and hospitality registers, and contribute to key compliance areas including data retention, CCTV policies, and the unacceptable behaviour framework.
Responsibilities
* Coordinate board and committee functions and maintain governance arrangements.
* Lead the creation and maintenance of strategic and service-level risk registers.
* Embed risk management across the organisation and develop/improve risk policies.
* Produce reports for audit and governance committees; ensure annual governance statements comply with national frameworks.
* Support complaints management and governance processes (e.g., declarations and hospitality registers).
* Contribute to compliance areas including data retention, CCTV policies, and the unacceptable behaviour framework.
Requirements / What we are looking for
* A qualification in your area of expertise, equivalent to a degree or five years of relevant experience.
* GCSE Maths and English (or equivalent) at grade C/4 or higher.
* Experience working flexibly as part of a team and collaborating with colleagues and stakeholders.
* Experience in continuously improving services and developing products to meet customer needs.
* Special conditions – Full UK driving licence with access to a vehicle for work purposes; BPSS clearance.
Ideally, you will have experience in governance, risk, or compliance with a relevant qualification or equivalent professional experience.
