The organisation's Corporate Finance Team are looking for a Finance Manager to lead on Statement of Accounts, External Audit and Corporate Budget setting. This includes support to the wider finance team with technical financial advice, largely around revenue accounting issues including the Statement of Accounts.
This post will take the lead on the specialised Council Tax and Non-Domestic Rates account known as the Collection Fund, working closely with our revenues, benefits and economic development colleagues on council tax base setting, surplus and deficit projections and income budgets.
This is an excellent opportunity to own the development of improved cross-working practices within the organisation and build up an enhanced, organisational wide understanding in this area.
The role holds management responsibility for at least 3 staff.
The on-site presence will vary. The manager would like everyone on-site for the initial start, and then a hybrid working model will be agreed together based on what suits the business.
KeyResponsibilities:
Identify, develop and support opportunities and initiatives to transform the delivery of financial services across the organisation.
Assist in the preparation of information for officers, elected members and the public in relation to financial issues & collaborate with external partners and agencies as required.
Progress all the key internal & external financial documents for your respective area of the portfolio; in accordance with council procedures & delegated level of financial authority, having regard to recommended & mandatory professional accounting practices.
Undertake appropriate development work as required in response to changing financial regimes, new government legislation & initiatives and to determine the financial implications of policy changes/decisions.
Manage & motivate staff assigned to the post, ensuring robust management and supervisory practices are undertaken, learning & development proactively supported and to provide coaching and mentoring as appropriate.
Be part of the finance management team, collectively finding solutions to ensure all matters arising are addressed satisfactorily and actions agreed to address any issues.
Support and embedding culture of budget holder empowerment and delivery of value for money, including application of benchmarking.
Lead teams on delivery of appropriate training and organisation-wide financial awareness and development.
Lead on the co-ordination & production of the in-year monitoring reports, ensuring key monthly financial monitoring tasks assigned are achieved to a high quality, consolidating service finance business partner reports on a monthly basis and producing clear, high quality, easy to read corporate financial positions reports (both on a monthly exception and quarterly detailed basis).
Lead on the collation of detailed revenue budgets including growth & transformation cost /efficiency programmes for inclusion within the council's budget & in line with the MTFP.
Update & publish the annual budget monitoring timetable each year, briefing all service finance business partnering teams & ensuring service managers & director sign-off is achieved.
Be responsible for the management of resource allocation, maintaining the ability to plan for external support as needed such that any peaks and troughs of resource usage can be proactively managed.
PersonalRequirements:
CCAB (or equivalent) qualification with post qualification experience and evidence of continuing professional development.
Experience of planning, motivating & controlling the work of a diverse team of Finance staff dealing with complex accounting issues, to manage & motivate a team, including holding all team members to account.
Experience of resolving complex technical accountancy issues within an organisational environment.
Extensive Local Government Risk and Insurance Experience.
Able to demonstrate option appraisal and risk assessment skills.
Have a working knowledge of business and teamworking applications, e.g. Microsoft 365 or equivalent, including email, word processing, spreadsheet, browser, team collaboration applications, and have a willingness to learn new applications and technology as required.

Salary:

£57,884.00 per annum (dependent on experience)
