The role leads the Core Finance Financial Penalty Debt Management function for Companies House Finance Directorate. The function delivers operational management of penalty debt collection and ensures adherence to the Government Debt Functional Standard.
The role works with the head of Core Finance to ensure robust debt management strategies are in place to tackle aged debt, aligning with the Government Debt Strategy, Debt Functional Standard and HMT Consolidated Budgeting Guidance, and supports implementation of the Government Debt profession at Companies House. The role works closely with Companies House Intelligence and Enforcement teams to ensure debt management processes are in place to meet all financial penalty regimes.

Job description
This role leads the Financial Penalty Debt Management function within Companies House’s Core Finance team, overseeing all debt collection processes and penalty issuance through a small team. You’ll ensure compliance with Government Debt standards, drive robust strategies to manage aged debt, and maintain strong alignment with enforcement, finance, and commercial teams. Acting as a key advisor, you’ll provide regular performance reporting to senior leadership, manage supplier contracts, and represent Companies House in cross-government debt forums—all while championing continuous improvement.
In this role you will:
* Provide leadership of the Core Finance Financial Penalty Debt Management teams, ensuring management of all debt management processes and financial penalty issuance (through a team of 2 direct reports)
* Ensure adherence to the Government Debt profession ensuring the team continue to develop core debt management skills, and relevant finance skills.
* Liaise with internal stakeholders in Enforcement team to ensure alignment of Enforcement strategy to the Debt Management strategy and financial penalty issuance processes.
* Deliver self‑assessment of all debt processes to ensure adherence to Debt Functional Standard.
* Liaise with Finance and Commercial colleagues to ensure continued collaboration and alignment on contractual and system requirements.
* Align with Chief Technical Accountant to ensure the financial accounting aspects of the Debt Management and penalty issuance processes are understood.
* Provide regular updates and reports to the Finance Director and Chief Executive and Main Board on financial performance and operational metrics.
* Interface with relevant debt forums including the Government Debt Capability Profession Working Group.
* Deliver annual review of the Companies House Debt Strategy.
* Conduct regular Delivery Model Assessments to ensure Value for Money of the debt management process.
* Ensure contract management of third party suppliers to the process.
Person specification
We’re looking for the following skills and experience which will be assessed at sift and interview stage.
The successful candidate will be:
* A highly motivated individual with experience in successfully managing Operational processes ideally, but not limited to a public sector setting.
* A strong stakeholder manager: you will have the ability to build and establish positive relationships with a range of stakeholders to support the delivery of business outcomes and possess good interpersonal skills and communication skills, written and verbal. Desirable criteria;
* Experience of improving compliance with Government Functional Standards and/or Financial Global Design Principles
* A qualified accountant (CA,ACA,ACCA,CIMA)
