Business Consultant
Actica Consulting invites applications for the Business Consultant role. The position supports a variety of UK Public Sector, Defence, National Security and private sector organisations, enabling digital transformation objectives and maximising technology and facilities ROI.
Roles and Responsibilities
* Deliver business cases for digital investments using the HMT green book five‑case model, develop investment appraisals and secure required approvals.
* Develop strategies for future digital service delivery aligned with wider client business strategies.
* Support large digital, data and technology procurements, including procurement documentation, evaluation strategies and bid assessment.
* Directly manage project and programme delivery: create schedules, manage risks and dependencies, design governance arrangements, and provide status information to senior stakeholders.
* Produce User and Service Requirements Documentation.
* Provide client‑side assurance that proposed technical and service solutions are fit for purpose.
* Deliver change / transformation products: stakeholder engagement plans, benefits realisation plans and communication plans.
* Share domain, technical, security, PPM or other expertise to benefit clients.
The level of responsibility may include leading assignments and supervising direct reports to ensure overall engagement success.
Skills, Knowledge and Expertise
Essential: experience of digital transformation within the UK Public Sector, intellectual agility, proactive self‑motivation and a structured approach to unfamiliar subject matter. Excellent listening, communication and client‑facing skills are required.
* Experience with the GDS Service Manual.
* Experience with Programme and Project Management methods such as MSP, PRINCE2, APMP, Scaled Agile Framework, Scrum, or Kanban.
* Experience developing business cases or investment appraisals in line with public sector best practice (e.g., HMT green book) or formal qualifications in Better Business Cases.
* Experience developing tender documentation (e.g., evaluation criteria or technical schedules) for public sector procurements.
A wide and varied background is preferred and the capability to adapt quickly to change is always required.
Additional Requirements
* Must be eligible and willing to obtain UK Government Security Clearance

Working Arrangements
* Hybrid model: office base in Guildford, Surrey with access to London, Swindon and Cheltenham.
* Typical week: 2–3 days on client premises or other locations, remainder at home or at an office.
* Some projects may require up to 5 days per week on‑site.
* Project work may necessitate extended periods away from home during the working week.
* Team‑based project environment with opportunities to participate in internal initiatives.
A Mentor will guide you throughout your journey and a Performance and Development Manager will conduct regular reviews to set career objectives and identify relevant training.
