About the Role
Are you ready to make a real impact in local government finance? We’re looking for an experienced Capital Accountant to join our Strategic Finance team. This is your chance to take ownership of a key technical area, ensuring accurate capital accounting and strong financial governance. You’ll safeguard the integrity of the Council’s financial reporting, ensuring full compliance with accounting standards, and provide expert advice on complex capital accounting issues for a balance sheet with fixed assets valued at £1.5 billion covering a diverse portfolio of land, buildings, and infrastructure.
What You’ll Do
You’ll be at the heart of our capital accounting and technical finance work. You’ll lead on all aspects of capital accounting - maintaining key registers, managing asset valuations, delivering the capital elements of the Statement of Accounts, and ensuring compliance with accounting standards. You’ll handle complex transactions, oversee the capital closedown process, and provide expert technical advice to support accurate reporting and audit assurance.
Key Responsibilities
1. Ensure compliance with accounting standards and maintain financial integrity.
2. Manage the Council’s asset, lease, and capital grants registers, including property valuations.
3. Oversee the annual capital closedown process and support the production of the Statement of Accounts.
4. Provide technical financial advice and respond to audit queries.
5. Maintain and reconcile the capital ledger, posting financing adjustments and allocating resources.
6. Contribute to investment proposals and ensure accurate depreciation in budgets.
7. Monitor grants, act as cost centre manager for capital funds, and complete statutory returns on time.

11. Possesses strong Excel skills and ideally experience with financial systems.
12. Brings experience in capital accounting - preferably within a local authority setting although this is not essential.
13. Communicates complex information clearly and confidently.
Essential Requirements
14. Must be CCAB or CIMA qualified with substantial post-qualification experience in a finance environment.
15. Ability to manage complex technical areas and meet challenging deadlines.
16. Strong problem-solving and communication skills.
Desirable
17. Highly developed Microsoft Excel skills.
18. Experience in local government finance and statutory reporting.
19. Sound understanding of capital accounting principles.
