Commercial Services Manager – Environment Agency

This role supports the team overseeing the commercial governance of contracts with key consultancies and contractors, a vital function in the success of our projects and the maximisation of returns on our budget. You will also help set up and manage pathfinder programmes that embed best practice, develop long‑term collaborative partnership arrangements and deliver value for both the Agency and society.
You will be part of the Commercial Assurance and Framework Management Team, providing nationwide support to Integrated Delivery Management teams and the wider Project Management community, championing effective governance and commercial assurance to achieve the best value for money.
Key Responsibilities
* Commercial governance of contracts with consultancies and contractors.
* Develop and manage pathfinder programmes for best practice and partnership arrangements.
* Provide country‑wide support to Integrated Delivery Management teams and project management community.
* Champion effective governance and commercial assurance across programmes.
* Support incident response duties and training as required.
Essential Education, Skills & Behaviours
* A‑Level, Level 3 qualification or equivalent.
* Skilled communicator with strong interpersonal and influencing skills.
* Stakeholder management experience.
* Strong data and document management skills.
* Commercial acumen – ability to analyse business situations, take proportionate risks, make informed decisions and deliver value for money.
* Administrative skills – strong organisational skills, ability to write minutes and draft reports.
* Willingness to shadow, undertake long‑term professional qualifications (e.g. NEC training, CIPS) and ask questions to drive development.
* Interest in infrastructure, construction or environmental programmes.
Desired Education & Professional Requirements
* Degree or equivalent professional qualification or experience.
* Working towards status with a recognised professional body such as ICE, CIWEM, APM, CIPS or RICS.
* Formal training in contract management (e.g. NEC, Contract Management Capability Programme).

Working Arrangements
Hybrid working is offered. Some travel required with occasional overnight stays. The team is nationally dispersed. A virtual open evening will be held on 23/10/25 at 18:00.
