Enterprise and Growth Unit
The Enterprise and Growth Unit (EGU) promotes sustainable economic growth and higher productivity for the UK. We provide analysis and advice on enterprise, innovation, private sector investment and a cost-effective transition to a low-carbon economy. The Enterprise and Growth Unit has a varied and exciting agenda and we work closely with a wide variety of other teams across the Treasury.

About The Team
The Growth Strategy and Coordination Team (GSCT), sitting within EGU, supports HMT’s objective to ensure strong growth and competitiveness across all regions of the UK. It leads on growth strategy and co-ordinates HMT’s work on the pro-growth agenda. The team also has responsibility for cross-cutting supply-side policy including competition, markets, regulation and consumer affairs. We are a friendly team consisting of around 20 policy advisors and economists.
Within GSCT, Growth Economics is a group of 4 economists that produces analysis to influence HMT thinking on productivity. We lead HMT’s analysis on the drivers of productivity and economic rationale for growth-focused policies, using a combination of internal analysis and proactive engagement with business and academia.
About The Job
The Growth Economics Branch plays a core role in HMT’s economics ministry function, leading and directing economic analysis to inform policy development on productivity across government. Raising UK economic growth through stronger productivity is a key objective of the current government and therefore receives significant ministerial attention.
This role is an exciting opportunity to tackle a high-profile economist role in the Enterprise and Growth Unit at a crucial time. As a Senior Assistant Economist in the branch, you are encouraged to work closely with other teams across HMT to lead analysis on productivity including analysing the trends and drivers of productivity growth, the effect of growth enhancing policy measures and developing HMT’s narrative on productivity growth.
Core Responsibilities Include:
* Leading 4-8 week analytical projects on deep-dive issues related to growth and productivity that involve empirical work and reviewing economic literature. This helps shape HMT consensus on key issues (for example the effectiveness of policy measures, growth impacts of policy).
* Creating and driving continuous improvement initiatives for the branch, EGU and wider HM Treasury through a deep understanding of the latest productivity research, by building connections with academics and external expertise, identifying external speakers, and inviting them to speak at quarterly seminars, synthesising the latest academic literature and sharing across HMT. The role is important for acting as a link between academics and policy officials.
* Keeping up to date HMT’s core growth narrative which sets out the department’s understanding of UK growth performance and relevant policy levers.
* Being an authoritative representative for HMT on UK productivity in internal and external engagements (ex: IMF, OECD, country bilateral meetings) and coordinating sessions on productivity.
* Leading on analysis and narrative for inputting into fiscal events, for example, working with policy teams on the productivity impact of policy, feeding into Growth chapters and the speech.
* Leading the secretariat of the Productivity Board, a monthly forum for SCS coordinating productivity strategy and analysis. This involves keeping close links across HMT and delivering through others by advising presenters on what is most impactful given the audience.

Eligibility Statement
