Role: Commercial & Subcontracts Central Services Manager (M4)
Reporting to: Assoc. Dir of B&P and Operations, RUK
Location: Hybrid – working across the RUK sites
Role Description
Reporting to the Associate Director of C&SC for B&P and Operations for RUK, you will be responsible for all central operational needs of the C&SC function that will include but not limited to:
1. The collation of all information and creation of the monthly functional report
2. Management of the C&SC Shared Services team
3. Ownership and management of any non-business related agreements.
4. Oversee the successful implementation of the CMS tool and its ongoing implementation and development.
5. Provide support and guidance to the function on all policy and process related matters.
6. Oversee the Training and Development needs of the function.
7. From time-to-time working within a Mission Area to provide additional support.
Key Responsibilities
8. Manages the training and development programme for the C&SC professionals (Career Progression, Mentoring Programme, Training Delivery, Graduate Programme)
9. Oversee the Contracts Graduates programme.
10. Support any bidding activities within the Business as required to provide guidance and strategic planning
11. Implements functional transformational initiatives to drive efficiencies within the C&SC function and across the Business.
12. Develops policies and procedures, auditing and governance in collaboration with the US Business
13. Establish credible and trusted, purposeful relationships with business partners, employees and at senior levels within the organisation.
14. Ensure successful governance / compliance of the business with the application of appropriate Raytheon policies and procedures.
15. Manages the day-to-day functional budget for the Annual Operating Plan
Candidate Requirements
Essential
16. Experience of leading teams to deliver business objectives
17. Experienced in staff engagement and management with specific experience in employee development with excellent influencing skills and a flexible and positive attitude
18. Significant UK and international Commercial experience in the defence, training, and security industry
19. Excellent negotiating skills
20. Extensive experience of proposal / programme governance and compliance with experience of negotiating multiple type high value, non-standard agreements
21. Excellent communication skills both up and down the organisation
22. History of creating Value for Money proposals and delivering best value for RSL and our customers
23. Bachelors degree of higher in business or related subject/ experience
24. Willingness to travel Related degree or equivalent
25. Ability to work in a team
26. Excellent verbal and written communications
27. Flexible and positive attitude
28. Good working knowledge of import/export legislation
29. Strong programme management skills (Risk Management/Programme Gating/ Metrics)
30. Experience of programme financial management
31. Extensive experience of logistics issues
32. Experience of negotiating and changing multiple types of non-standard agreement including the flow down of requirements and the use of Statements of Work
33. Strong record of problem solving
34. Experience of supplier evaluation and selection
35. Experience of Customer/Subcontractor Relationship Management
Desirable:
36. Experience of dispute resolution
37. Experience of working with international suppliers and customers
38. Knowledge of Teaming Agreements
39. Multi functional team leader experience
40. Strong network of industry/ internal contacts
41. Experience as Control Account Manager
42. Good working knowledge of import / export legislation
