Culture and Workforce Experience Manager

This role has opened due to a retirement and what an exciting time to join this wonderful team. The role will lead the Cultural and Workforce Experience Team to progress cultural evolution within the health board.

This cultural evolution will analyse system wide cultural challenges and progress through effective diagnosis, development, facilitation, and evaluation of organisation development initiatives. The role will need to successfully measure the effectiveness of these OD interventions that will look to progress several agendas across Hywel Dda including embedding values, embedding healthy working relationships, reward and recognition and staff benefits. The role will work in collaboration with other W&OD teams identifying other cultural challenges and look to alleviate these through the lens of OD.

Main duties of the job

The post holder will be an Organisational Development (OD) specialist leading on developing, implementing, and evaluating OD interventions that support the successful implementation of the Workforce, OD, and Education strategy.

As an expert OD practitioner, the post holder will provide specialist support to teams and individuals using a range of OD methodologies and techniques with the aim of improving team culture. The role will be responsible for monitoring progress, escalating risks, managing any cross functional service efficiency, and reporting back through the required channels.

The post holder will build effective relationships within the organisation to gain understanding of key cultural and people issues facing the organisation ensuring that root cause analysis is achieved. This will assist development opportunities, align to service priorities and issues and provide context for OD interventions. Using this intelligence and benchmarking data from cultural analysis, the post holder will design and facilitate bespoke OD interventions to support individuals and teams.

About us

Hywel Dda University Health Board is the planner and provider of NHS healthcare services for people in Carmarthenshire, Ceredigion, Pembrokeshire and its bordering counties. Our 12,000 members of staff provide primary, community, in-hospital, mental health and learning disabilities services to almost 400,000 people across a quarter of the landmass of Wales. We do this in partnership with our three local authorities and public, private and third sector colleagues, including our volunteers, through:

Four main hospitals: Bronglais General in Aberystwyth, Glangwili General in Carmarthen, Prince Philip in Llanelli and Withybush General in Haverfordwest.

Five community hospitals: Amman Valley Hospital and Llandovery Hospital in Carmarthenshire, Tregaron Hospital in Ceredigion and Tenby and South Pembrokeshire Hospital Health and Social Care Resource Centre in Pembrokeshire.

Two integrated care centres (Aberaeron and Cardigan, Ceredigion).

Community facilities, including:

48 General Practices (GP surgeries), 49 Dental Practices, 98 Community Pharmacies (chemists), 44 General Ophthalmic Practices (including eye health and low vision services), 38 sites providing mental health and learning disability services, care within your own homes

Highly specialised and tertiary services commissioned by the Welsh Health Specialised Services Committee, a joint committee representing seven health boards across Wales.


Job responsibilities

A major job component will be to ensure that the staff experience, engagement, and reward agendas are evidence based and centre on contemporaneous research and best practice. The role will provide leadership for the cultural team and ensure that all people practices are maintained, and a compassionate leadership style is utilised.

Person Specification


Qualifications and Knowledge

* Educated to Masters degree level or equivalent level of experience
* Professional qualification in healthcare or general management
* Evidence of ongoing professional development and self-improvement. Understanding of and a strong commitment to, the values and goals of HDdUHB and in putting people at the heart of what we do
* Organisational development knowledge, including diagnostic tools and techniques. Benchmarking and measuring organisational climate and culture
* Knowledge of Welsh Government workforce strategies and standards
* Knowledge of communications and engagement techniques, including use of social media. Knowledge of project management
* Accredited Coaching qualification at level 5 or willing to work towards
* Mediation qualification or willing to work towards
* Prince 2 qualification or equivalent


Experience

* Good understanding of an NHS environment and roles and responsibilities within it Proven track record as a specialist OD practitioner
* Extensive experience of facilitating team development where conflict and barriers exist.
* Evidence of using OD consultancy model to design OD interventions
* Demonstrable experience of leading and implementing complex change, working with challenging individuals and achieving a successful outcome
* Experience of working within organisational boundaries and with senior managers and leaders, using persuasive, motivational, negotiating and training to achieve common goals
* Experience of developing and following policies and protocols for own work area. Demonstrable day to day financial management and budgetary control duties, including ordering processes
* Experience of informal coaching

* Flexible approach to needs of the service able to respond to departmental changes and priorities.
