Job Purpose:
To facilitate digital business and transformational change across services supporting the delivery of the Council's Digital Transformation Strategy.
To enable the Council to improve its efficiency by redesigning business processes and facilitating digital transformation.
To deliver the full project management life cycle - from conception, through planning to implementation and project closure for multiple projects, which may run simultaneously.

Principal Accountabilities:
* Work across services to develop and redesign business processes based on user-centred design principles.
* Undertake research and analysis, engaging with stakeholders to understand the needs of the core service and the wider organisation.
* Agree key processes with stakeholders, making good use of workflows and technology to map these processes.
* Document, design, and develop processes for core business areas, identifying opportunities to standardise and optimise.
* Proactively identify problem areas for users and develop solutions.
* Engage with stakeholders to understand end-user needs, enabling appropriate digital provision.
* Establish communication plans to update stakeholders, including written reports for management.
* Analyse business problems or opportunities and develop innovative methods to raise awareness of digital technologies.
* Support services in understanding customer behaviour.
* Use modelling practices to analyse findings and suggest operational improvements, considering risks and ease of maintenance.
* Develop and implement new ways of working, creating efficiencies.
* Create work plans identifying activities for successful process implementation.
* Communicate benefits of recommendations and address uncertainties.
* Produce documentation, report findings, and present to stakeholders.
* Support implementation of process improvements and embed into normal practices.
* Assist staff and teams in making changes, resolving issues.
* Manage proposed changes and develop resource schedules.
* Document activities and secure information appropriately.
* Establish communication schedules to update stakeholders on progress.

Candidates should be educated to HND or Degree level in a relevant discipline or have proven relevant experience.
Qualifications in Project or Delivery Management are essential; ILM level 3 or experience in leading teams is desirable.
Knowledge and experience in writing project plans, reports, facilitating workshops, and managing delivery are required.
Experience with transformational change projects and working with complex data and systems is essential.
The role involves working on digital transformation initiatives and requires strong organisational and problem-solving skills.
