Job Description: About the Energy team The Utilities Commercial Team is responsible for delivering the Energy agenda for the MOD estate both in the UK (inc. NI) and Overseas. The Utilities portfolio consists of several key contracts that deliver the supply of electricity, gas and oils to the MOD Estate that total circa £2bn. The Energy workstream is responsible for delivering a programme of commercial requirements that supports the MOD in achieving its Net Zero targets and decarbonisation agenda. This also includes supporting the Future Energy Programme in developing commercial strategies to obtain and generate green energy. The future generation of green energy is pivotal in aiding site resilience, financial challenges and delivering initiatives such as Electric Vehicle Infrastructure to military sites. Why join us? In addition, this role provides experience of working in an exciting area of energy procurement and working on innovative future energy programmes that are looking at new ways of sourcing energy for the MOD. Allowances Commercial Market Skills Allowance £1500 (MSA) if eligible and certain conditions met. The post does not offer relocation expenses. Employment Hours The post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. As a Commercial Practitioner in the Energy Commercial team, you will: Work with diverse, committed and upbeat people who all bring different skills and experiences to the teams, thus crafting an environment of continual learning. You are likely to work with military colleagues, civil servants and consultants of all grades and ranks. Be responsible for supporting the strategic relationship with suppliers and senior internal and external stakeholders while building collaboration within and across organisational boundaries. Support the development and management of key sourcing activities to meet project goals while minimising risk. Act as the trusted advisor in Procurement and Contract Management commercial initiatives to both stakeholders and your team members, ensuring compliance to the appropriate processes and operating procedures. Support the awarding of large construction contracts, including agreeing milestone payments, compensation events and disputes between the parties. We are looking for an experienced Construction professional with a background in projects and construction. Deal with the procuring of contracts to provide a myriad of services across the business to support teams with the additional services outside construction and facilities management. This opportunity offers the opportunity in end to end procurement through to contract management of goods and services a fast paced environment, dealing with high volume low value procurements. Responsibilities Identify, develop and deliver project sourcing strategies, lead key initiatives with cross-functional teams and drive the decision-making process for commercial activities. Support in the development of collaborative relationships with suppliers, clients and other key stakeholders with a principal objective of achieving the best cost and performance. Support supplier performance management, including improving sustainability and social responsibility. Coordinate and collaborate with your local teams to deploy and implement the defined strategies. Evaluate supplier core proficiencies and competitive positioning using industry cost models and bench-marking analysis. Support the fundamentals of sourcing and supplier engagement activities including tendering, spend pattern analysis, contract analysis, bid evaluation, negotiations, and supplier consolidation in accordance with DIO processes. Provide commercial advice and mentorship to stakeholders, some of whom will be senior members to the MOD. Essential Criteria You must become a qualified Commercial Officer to Practitioner Level within 18 months of joining the organisation. This means you will have to study to achieve CIPS Level 4 and complete the relevant training. Will undertake travel to relevant MOD locations on occasion. Strong analytical skills including the ability to synthesise, distil and draw conclusions on large amounts of disparate data. Please ensure that at the application and interview stages of the campaign you review the Success Profiles Framework and Commercial Skills and Competency Framework to assist you in the demonstration of your skills and experience. What results did the actions produce? What did you achieve through your actions, and did you meet your goals? Was it a successful outcome? If not, what did you learn from the experience? Keep the situation and task parts brief. Concentrate on the action and the result. If the result was not entirely successful describe what you learned from this and what you would do differently next time. Make sure you focus on your strengths. When providing your evidence please ensure that you avoid acronyms and company specific jargon.
