We are now seeking an experienced and driven Senior Facilities Manager to take a lead role in ensuring the delivery of high-quality, compliant, and customer-focused facilities services across our corporate and community estate.
As the Senior Facilities Manager, you will manage a diverse portfolio of properties and ensure that our buildings and their services meet the needs of all users. You’ll be responsible for ensuring statutory and non-statutory compliance, managing service contracts, and leading a team of professionals to deliver excellent service standards.

This role is vital to creating a safe, efficient, and supportive environment across our sites, working closely with teams responsible for security, cleaning, access control, waste, accommodation moves, grounds maintenance, and parking. You will also be instrumental in supporting broader organisational goals, championing innovation, and continuous improvement.
We’re looking for a strategic, hands-on leader who:
* Has significant experience in facilities and property management within complex, multi-site environments.
* Demonstrates expert knowledge of statutory compliance, health and safety, and building services.
* Is experienced in managing large contracts, budgets, and external suppliers.
* Possesses excellent communication skills and the ability to influence at all levels.
* Has a proactive, customer-first mindset and thrives in fast-paced environments.
* Is confident managing sensitive or complex operational issues with discretion and professionalism.
Key Responsibilities
Facilities Management & Compliance
* Oversee facilities operations and ensure full compliance with all building-related statutory and non-statutory obligations.
* Support business and administrative processes to ensure effective service delivery and seamless interaction between professional teams.
* Handle complex and sensitive issues that may impact internal and external customers, developing contingency plans as required.
* Maintain and review Service Level Agreements, making recommendations for improvement to the Head of Facilities Management.
* Lead archive storage and information retrieval services (on- and off-site), including confidential waste disposal.
* Manage staff and contractor access control systems across council buildings, ensuring full operational readiness and reporting.
Security Services
* Oversee all aspects of Enfield Council’s corporate and community security portfolio, including 18 corporate sites, 9 community halls, and 72 vacant properties.
* Develop and implement risk-mitigation strategies in collaboration with Cyber Security and Community Safety teams.
* Manage 24/7 escalation response via the Council’s after-hours service desk.
* Administer security-related contracts valued at £1.7m, ensuring alignment with SLAs and KPIs including those supporting the Meridian Water development (c.10,000 homes).
Operational & Contract Management
* Lead operational delivery of services, ensuring contractors adhere to performance measures and contractual obligations.
* Monitor reactive works and maintenance, ensuring value for money and high levels of customer satisfaction.
* Maintain full oversight of contracts, service-level compliance, and commercial risk resolution.
Finance & Budgeting
* Hold full accountability for the facilities management budget, ensuring sound financial management and maximising value for money.
* Provide regular forecasting and budget monitoring to meet corporate requirements.
* Manage supplier payments, invoices, and procurement activities in line with financial procedures.
Governance, Risk & Strategy
* Ensure all activity aligns with legal, financial, and procurement frameworks.
* Maintain an up-to-date Risk & Issues Register and develop mitigation plans.
* Support strategic planning and policy development for corporate property compliance and maintenance.
* Drive continuous improvement and transformation across FM services.
Management Information & Reporting
* Produce detailed reports on facilities performance, statutory compliance, and service quality.
* Use data insights to inform decisions and shape improvements in service delivery.
Relationship Management & Communication
* Build strong, productive relationships with stakeholders across the council.
* Represent the Facilities Management team in key meetings, feeding back into service development.
* Act as deputy to the Head of Facilities Management as required.
