Procurement ManagerPermanent Full Time Leek WoottonGrade I (£58,431.00 - £62,195.00)Those on the redeployment register will be given prior consideration.The main purpose of the role is to develop procurement strategies for designated business areas and provide business managers with procurement advice, enabling them to derive maximum commercial value from operational spend.Main Responsibilities:Provide specialist procurement input to business cases, with due regard to full life costing, financial benefit over risk, flexibility, benefit through business re-engineering, enablers/barriers, longer term demand requirement and expected market development etc.Support business transformation, by considering options and alternatives including innovative solutions to deliver value for money, social value and high quality of goods and services.Gather market and commercial intelligence in order to understand demand and supply chain capabilities and develop appropriate contract category strategies.Enforce the Scheme of Governance and Finance and Contract Regulations and provide expert professional advice to stakeholders in all areas of procurement.Establish/implement appropriate routes to market, ensuring competition, collaboration (wherever possible),, and innovation, compliant to UK procurement legislation.Use effective procurement practice to deliver value for money and ensure procurement projects are planned effectively, delivering to time, quality and cost. To ensure that procurement related risks are identified and relevant mitigations in place are in place that minimise the Force’s exposure to risk and uncertainty.Support greater understanding of procurement practice and regulations across the stakeholder base including delivering training and awareness sessions, and development of contract and commercial management skills within customer teams.To prepare and execute contract documentation, negotiate with suppliers, identify contractual risks and seeking legal advice where required.To provide strategic support to implementation/contract managers, during the mobilisation of new contract arrangements and ongoing strategic performance reviews, with the emphasis on partnership and added value.To support contract management activities including attendance at contract meetings, monitoring of key performance indicators and execution of contract variations.To engage with and contribute to national groups and forums including BlueLight Commercial and Crown Commercial Services as relevant to the category areas.To raise the profile of Contracts & Procurement, by taking a proactive and supportive role with services focusing on early engagement and contribute to the wider objectives of the Directorate by improving its effectiveness and extending its influence and ability to add value.To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.Person Specification:Knowledge:Qualifications:Candidates must be:A Member of the Chartered Institute of Purchasing and Supply (MCIPS)ORWorking towards membership of the Chartered Institute of Purchasing and Supply - At least level 5 diploma qualified.ORHave a Relevant degree (e.g. Logistics, Procurement, Supply Chain)Candidates must have knowledge of UK Public sector procurement law.Experience:Significant public sector procurement experienceExperience of business transformation principles including a working knowledge of how strategic procurement activity can support change and effectively realise benefitsSubstantial and relevant experience of operating at senior manager level and influencing decision makingProven experience of managing procurement projects within a category areaA track record of providing a high quality, customer focused procurement serviceProven experience of managing challenging stakeholders and situations and resolving contractual performance issues and disputesExperience of driving commerciality within public service delivery modelsKey Skills:Proven ability to build effective working relationships at all levels of the organisationAbility to interpret and extrapolate procurement data and present in a clear, well-structured way that can be easily understood by non-procurement colleaguesAbility to look wider than the procurement implications of business decisions and identify and assess the wider strategic impactsStrong planning and organisational skillsExcellent and effective interpersonal skillsHigh level of communication, negotiation and influencing skillsThe Contracts & Procurement Team work to a category management structure. This role is expected to focus on contracts in the areas of Facilities Management, Estates Projects, Estates Professional Services, Utilities and Fleet purchase and maintenance.We offer a flexible working, with team members able to work from home up to 50% of the time.
