Role Purpose
Act as the lead officer and manager for two of the four Area Planning Committees, leading two teams of Development Management officers focused on delivering high-quality development in Somerset. The postholder will report to the Head of Service, deputise for the Service Manager Development Management, and ensure the service performs at an excellent level, meeting national and legal requirements, and responding positively to transformational change and stakeholder expectations.
Knowledge
* Knowledge of statutory regulations relating to planning and related functions, including environmental legislation.
* Knowledge of project management methodologies and tools.
Experience
* Operational and managerial experience in delivering local authority planning services, development management functions, and team leadership.
* Experience in designing and implementing service transformation processes for service change and improvement.
* Significant experience in leading, managing, and developing large teams and service areas.
* Experience with performance management in a corporate context and external accountabilities.
* Experience providing professional advice on complex and controversial applications to planning committees.
* Knowledge of contributing strategically to place-based policy development and strategy.
* Experience giving evidence at Public Inquiries or Development Plan Examinations.
* Experience handling customer complaints and enquiries.
Qualifications / Registrations / Certifications
* Degree-level education, ideally in planning, geography, or a related field.
* Chartered member of the Royal Town Planning Institute (MRTPI) or eligibility for membership.
* Management qualification at ILM Level 5 or higher.
* Evidence of ongoing professional development as per the professional institute's requirements.
Skills
* Ability to advise and guide senior management and elected members on complex planning issues, including local casework, service performance, and strategic planning.
* Resilience and excellent communication skills for interacting with the public, statutory consultees, stakeholders, and elected representatives.
