Community Support & Enforcement Officer, 7 Posts - PKC13769
£An exciting opportunity has arisen in our newly formed Community Support and Enforcement Team (CSET) for Community Support & Enforcement Officers (CSEOs).
This is a highly visible frontline role that plays a vital part in keeping our communities safe, clean and welcoming. You will work across a broad range of duties including community engagement, parking and environmental enforcement, anti-social behaviour support and civil contingencies response.
Our officers are ambassadors for the Council and are often the first point of contact for residents, visitors, businesses and partner agencies, and are the “eyes and ears” of the communities they serve.
As a Community Support & Enforcement Officer, you will:
Carry out high visibility patrols across Perth & Kinross to support community safety, environmental quality and ensure that people park responsibly at on and off-street locations.
Engage positively with local communities, businesses and partner agencies, acting as a trusted and accessible local contact.
Respond to and support investigations into anti-social behaviour and community safety concerns.
Undertake environmental enforcement activities including issuing Fixed Penalty Notices where appropriate.
Enforce parking restrictions and issue Penalty Charge Notices in line with legislation and Council policy.
Support vulnerable individuals and identify safeguarding concerns.
Support civil contingencies and emergency response arrangements, including participation in an on call rota.
Carry Out cash collection and carry out basic end user maintenance to our ticket issuing machines.
Carry out visitor management duties in our rural areas, engaging and educating members of the public regarding their responsibilities concerning the outdoor access code and leaving no trace.
This is a physically and emotionally demanding role, carried out outdoors in all weather conditions, requiring resilience, professionalism and sound judgement.

You must be able to work on your own initiative in an organised and structured manner with minimal supervision and have a proven track record in delivering excellent customer service.
You must be flexible, maintain a high level of attention to detail, and be able to multitask and prioritise your work.
You should have a non-judgemental attitude, be empathetic and sensitive to the needs of our customers and always maintain confidentiality, in line with Data Protection.
You will be computer literate with proven IT skills and competent in the use of all Microsoft packages.
The ability to work methodically under pressure and use initiative with limited supervision.
Good IT skills, including use of Microsoft Office applications.
An understanding of partnership working and community based service delivery.
Awareness of health and safety responsibilities and equality, dignity and respect at work.
You must have a valid UK driving licence as this post requires you to travel to a variety of locations across Perth and Kinross.
Willingness to work shifts, weekends and take part in the on call rota.
This is a physically and emotionally demanding role, carried out outdoors in all weather conditions, requiring resilience, professionalism and sound judgement.
Relevant training will be provided, including enforcement, first aid, conflict management, civil contingencies, suicide prevention and Naloxone.
