Cost Consultant (Manager) – Utilities
Provides cost management services from contract signature and award to completion of projects in various sectors. Supervises the daily activities of a team of professionals.

* Manage the delivery of key assignments and defined business areas, providing strategic direction and monitoring delivery aligned with overall vision and objectives.
* Prepare contract documents, warranties, bonds and licences to achieve formal execution by appropriate parties.
* Prepare costing associated with design changes, contract awards, construction activities and client charges, and present these to clients.
* Advise on the administration of the terms of construction works or services contracts.
* Measure and provide valuations of the work carried out, adjust variations in accordance with the terms of the contract and agree with the contractor.
* Ensure adequate cost control and reporting services during the contract.
* Prepare financial reports for the client in the required form and frequency.
* Identify all costs associated with design changes, contract awards, construction activities and client charges.
* Participate in the evaluation of claims for delay and additional costs made by the contractor and any nominated subcontractors or suppliers.
* Advise on the issue of certificates of practical completion and ensure final accounts are negotiated and agreed.
* Advise on the issue of certificate of making good defects and final completion in accordance with any requirements relating to completion, submissions and approvals.
* Deliver improvements in systems and processes, driving transformational change.
* Manage a team of professional roles (may include support roles), driving performance and results, whilst delivering performance management, technical development and coaching.
* Seek opportunities for continuous improvements and improving working processes.
* Develop effective working relationships with both internal and external stakeholders.
* Manage stakeholders.

You’ll Need To Have
* Proven experience in commercial management.
* Sound understanding of costs and timescales of work undertaken, including implications of risk of failure to deliver.
* Proven experience in risk management and change control.
* Understanding of different contract types and measurement methods.
* Negotiation skills.
* Analytical skills.
* Digital competence.
* A degree in quantity surveying or cost management, or equivalent.
* Proficient knowledge and expertise in the specific sector/market of the project.
* Relevant technical qualification or certification for the project portfolio.
* Experience in most forms of contract.
* Sound knowledge of contract administration and management.
* Effective communication with all stakeholders.
* Ability to seek opportunities for implementing improved working practices and managing relevant stakeholders.
* Developed relationships with internal and external stakeholders.
* Good interpersonal skills to prepare reports, negotiate and build relationships with key stakeholders.
* Problem‑solving and analytical skills for resolving cost and contract administration and procurement issues within consulting.
* Experience managing and developing Graduate Trainees and/or Assistant Cost Consultants.
* Identifying and generating business development opportunities with existing clients.
* Identifying and participating in new initiatives that add value, e.g., BIM.
* Championing and operating within an inclusive environment.
* Understanding of personal strengths and weaknesses; seeking learning and support where appropriate.
* Understanding of current issues such as sustainability, social value and carbon reduction.

You’ll Also Have
* Knowledge of BIM techniques and applications.
* Detailed knowledge of JCT and NEC forms of contract.
* Capex or Opex cost analysis/advice.
* Knowledge of value engineering, life cycle costing, contract law and contractual frameworks relating to construction.
* Professional membership or working towards MRICS/RICS or equivalent.
* Degree in quantity surveying or cost management, or equivalent.
* Demonstrable professional or personal development.
* Developed commercial and financial acumen.
* Developing experience managing relationships with key stakeholders.
* Knowledge of how carbon and sustainability considerations shape project outlook.
