Integrated Offender Management Co-ordinator

1x permanent position / 1x Fixed Term (12 month) position

Leamington Spa

Grade E

Main Responsibilities

* Manage offenders in the community by maintaining regular structured contact including home visits to identify the individual’s needs and requirements to promote long term rehabilitation and reduce offending.
* Visit offenders in prison prior to release to establish rehabilitation requirements. Working with probation and other partners manage the offender’s expectations and provide sign posting to partners and charities to assist the transition from custody to society.
* Maintain risk management plans and contact logs on the relevant force systems. Submit intelligence logs in accordance with the national intelligence model regarding offending, ensuring all relevant intelligence, warnings and risks are available to appropriate staff and other agencies in accordance with data protection policies and procedures.
* Conduct drug testing of offenders as part of a statutory obligation or voluntary compliance. Record test results and complete evidential prosecution files for offenders in line with the Manual of Guidance. Attend remand and court hearings, where necessary present evidence in person.
* Attend and participate in multi agencies meetings and multi-agency case conferences “MACC” representing Warwickshire ensuring that statutory obligations are met. Share information and intelligence in accordance with current authorities and protocols, discuss and seek universal agreement regarding strategies and implementation plans for cohorts.
* Prepare regular progress reports for internal and external circulation for each managed offender in accordance with local direction and partnership agreement.
* Create short, medium and long term objectives for offenders based on provision of the seven pathways to rehabilitation and stable social existence to be agreed by local supervision and partners. Manage the implementation and provide support and creative solutions to problems encountered to give the offender the confidence, skills and desire to rehabilitate and contribute to society.
* Create and implement creative diversionary tactics and plans tailored to the offender. Utilising partners, charities, local and national organisations to establish a structured and achievable plan to remove the offender from environments where offending triggers are present. Improve the welfare, social and educational well being of the offender in line with the individual tailored long term rehabilitation plan.
* To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.

* Frequent out of county travel to HMP’s
* Co-location with Partner Agency staff
* Engagement with Court staff, including prosecutors, clerks, solicitors and Probation


Person Specification


Knowledge

* 5 A - C Grade GCSEs (or equivalent) including English language.
* Working knowledge of The Police and Criminal Evidence Act 1984, specifically use of powers and procedures in custody environments to ensure compliance with the legal requirements and the codes of practice regarding the treatment and welfare of detained persons.
* Working knowledge of The Criminal Justice and Immigration Act 2008 and The offender rehabilitation act 2014 both of which detail the statutory powers and offences committed by offenders released from prison and managed in the community.


Experience

* Experience of working with violent and prolific offenders or within a rehabilitation services.
* Experience of Multi-agency working.
* Experience of delivering organisational risk assessments and application of offender management strategy.
* Experience of working with individuals to address the 7 pathways to reducing re-offending.


Key Skills

* Competent in use of IT, including Microsoft packages.
* Excellent interpersonal skills, with the ability to deal with sensitive situations.
* Ability to work upon own initiative and manage own workload.
* Working knowledge of the Criminal Justice System and agencies involved in enforcement activity.
* Experience of case-management & knowledge and ability to apply complex risk assessment.
* Ability to brief and advise senior officers and equivalent senior practitioners from partner agencies.
* Ability to handle restricted and confidential material.
* Full clean driving licence required.
