We are now seeking a Sustainable Infrastructure Lead to join us at a pivotal time. This role will lead the Trust’s strategic response to the climate emergency, driving delivery of the NHS Net Zero targets through effective energy, transport and infrastructure management.

This is a senior role with real scope — responsible for shaping, delivering and continuously improving the Trust’s decarbonisation strategy. You will oversee complex energy systems, drive carbon reduction across the estate and fleet, and lead sustainable travel initiatives for a workforce of over 17,000 staff.

Acting as the Trust’s subject matter expert for sustainable infrastructure, you will ensure compliance with statutory requirements such as UK ETS while identifying and delivering large-scale carbon reduction projects. Strong energy management expertise, technical insight and the ability to influence change will be essential.

Main duties of the job

The Sustainable Infrastructure Lead will play a key role in delivering Barts Health’s sustainability and Net Zero ambitions. The post holder will lead the design, delivery and reporting of energy efficiency and carbon reduction programmes that support the Trust’s Green Plan and NHS Net Zero targets.

The role includes analysing Building Management System (BMS) and metering data to identify decarbonisation opportunities and developing business cases for major funding streams such as PSDS and LCSF. The post holder will oversee the Trust’s Sustainable Travel Plan, support the transition to low-emission vehicles, and coordinate electric vehicle charging infrastructure across sites.

You will ensure compliance with energy and carbon legislation including UK ETS, DEC and EPC, and oversee statutory reporting and carbon performance monitoring through the Trust’s Carbon Dashboard. Working with Estates, Capital Projects and PFI partners, you will ensure developments align with Net Zero Carbon standards and BREEAM principles.

The post holder will act as the Trust’s subject matter expert for sustainable infrastructure, advising senior leaders on energy performance, risks and opportunities. They will lead stakeholder engagement, policy development and performance frameworks, embedding sustainable practices across operational teams while maintaining robust governance, data quality and reporting standards.

You will also support staff development, manage sustainability officers, and represent the Trust at regional and national sustainability forums.

Person specification

Qualifications

Essential criteria

1. Educated to degree level qualification in relevant areas such as environmental management, sustainability, science, energy management/engineering or related discipline OR Equivalent qualification recognised by an appropriate registration authority.
2. Practitioner / Full Level Membership of a relevant professional institution i.e. ISEP, CIBSE, EMA.

Desirable criteria

3. Post graduate qualification in a relevant subject area (e.g. Environmental management, sustainability energy management/engineering or engineering related discipline)
4. Certified ISEP Trainer and or equivalent experience.

Experience

Essential criteria

5. Undertaking research, analysing, extrapolating, and interpreting data
6. Collecting / collating information by using scientific equipment or techniques and reviewing/auditing and reporting performance
7. Experience of preparing funding bids, business cases and applications for energy, travel and carbon reduction grants / funds.
8. Experience of developing or reviewing energy, travel and carbon management policy or procedure.
9. Experience of Energy management in a large and complex organization (preferably public sector or NHS).
10. Experience of developing sustainable travel plan / strategy.
11. Experience of developing and implementation of sustainable / active travel initiatives across a complex organisation

Desirable criteria

12. Experience of heat decarbonisation and the public sector decarbonisation scheme (PSDS) and low carbon skills fund (LCSF).
13. Experience of developing sustainable travel plan / strategy for Planning Applications

Knowledge

Essential criteria

14. Extensive knowledge and practical experience of implementing, managing, and auditing energy management systems such as ISO 50001.
15. Knowledge and experience of the application of the decarbonisation and energy efficiency principles and understanding of current, regional, and local policies and best practice guidelines, and legislation on transport issues, particularly in relation to active travel, cycling walking and public transport.

16. Knowledge of the NHS Net Zero Targets, Green Plan and Health Technical Memorandum (HTM)

Skills

Essential criteria

17. Highly numerate with experience of analysing complex energy, travel and carbon management data and producing analytical reports for senior management and other audiences with varying levels of understanding.
18. Excellent oral and written communication skills (including the preparation and presentation of reasoned business cases). Ability to persuade and influence internal external stakeholders at all levels.
19. Able to prioritise, plan and manage a variety of commitments, balancing conflicting workloads to maintain progress and meet stakeholder expectations and multiple deadlines.
20. Good time management and organisational skills with ability to work on own initiatives and with minimal supervision.
