Design & Compliance Manager
Our client, an established construction and refurbishment contractor, is seeking a Registered Building Inspector to join its Building Refurbishment division in a newly created Design & Compliance Manager role.
This position offers the opportunity to play a key role in delivering complex refurbishment schemes, including high-rise residential, retrofit, and listed/heritage buildings.
The Role
Reporting to the Construction Manager, you will lead on Design & Compliance across refurbishment projects from pre-construction through to completion and handover. You will ensure full compliance with Building Regulations, the Building Safety Act, Gateway requirements, and PAS 2035/2038 standards, embedding regulatory assurance, safety, and quality at every stage.
You will act as the central compliance lead across procurement and delivery, identifying regulatory, contractual, and design risks early and implementing robust mitigation strategies.
Key Responsibilities
Lead design and compliance management across procurement, construction, and handover phases.
Review tender and design documentation to identify compliance, contractual, and technical risks.
Manage Gateway 2 and Gateway 3 submissions, ensuring regulatory evidence and approval requirements are met.
Coordinate architects, engineers, and specialist consultants to ensure designs meet statutory, regulatory, and client requirements.
Oversee refurbishment projects from feasibility through completion, maintaining compliance, safety, and design integrity.
Lead design reviews, technical approvals, and risk workshops.
Collaborate with Health & Safety, Commercial, and Delivery teams to assess programme implications and safe systems of work.
Develop and implement standardised compliance procedures, internal governance frameworks, and best practice processes for high-risk and heritage projects.
Support client engagement and contribute to securing future opportunities.
About You
Registered Building Inspector (Class 3 preferred; Class 2 considered with high-rise experience).
Strong experience delivering complex refurbishment projects, including high-rise, retrofit, and listed buildings.
In-depth knowledge of Building Regulations, the Building Safety Act, Gateway processes, and PAS 2035/2038.
Confident interpreting legislation, contracts, and technical documentation.
Strong risk management capability with a proactive, solutions-focused approach.
Excellent organisational skills with the ability to manage competing priorities.
Effective communicator with experience advising and guiding project teams.
