Duration: 2–3 months (anticipated)

Role
We are looking for a Senior Quantity Surveyor, with social housing quantity surveying experience, to join the team. You will be a qualified and experienced professional in quantity surveying or a related field, with a strong background in contract management within housing, maintenance, or construction. You must demonstrate expertise in financial control, procurement (including OJEU), contractor management, staff leadership, and delivering value for money through effective project and budget oversight.
Key responsibilities
* Assist the Housing Asset Management Team in the co‑ordination and management of cost control and procedures for the repairs and investment work of the Council’s housing stock
* Support the Housing Asset Management Team in producing and maintaining accurate financial information in compliance with the Council’s standing orders
* Ensure effective cost control measures are in place and budgets adhered to with regard to external and internal contracts
* Build and maintain effective relationships with contractors, customers and stakeholders, dealing with challenging situations as and when required
* Assist the Housing Procurement Officer with the procurement of contracts
* Forecast cash flow and manage accruals while sharing information with other stakeholders where required
* Review contractor valuations on a timely basis, ensure all works are completed with relevant associated paperwork and that they are paid in accordance with contractor terms and conditions
* Maintain contract documentation and provide advice and support to the department on disputes
What the client is looking for
* Quantity surveying qualification or equivalent at HNC level or above
* Previous experience supporting a contract management team in housing refurbishment, maintenance or in the construction industry
* Contract knowledge, procurement and OJEU experience
* Ability to interpret complex financial information including project finances, budgets and valuations to ensure effective cost control
* Ability to effectively manage contractors, including chairing contract meetings
* Ensure budgets are controlled and expenditure kept within the scope of contracts
* Capability to produce financial reports
* Proven track record of staff management and development
* Experience of commercially managing planned and maintenance contracts
* Knowledge of a range of procurement routes for asset management
