As a Pre‑Construction Project Manager, you’ll play a critical role in shaping and securing development opportunities that align with the Group’s strategic business plan. Working closely with the Head of Pre‑Construction and Pre‑Construction Manager, you’ll help progress schemes from early opportunity through to site, ensuring they are viable, buildable and well‑managed.
You’ll lead the pre‑construction stages of development projects, advancing schemes through our Development Controls Process, managing risk, and ensuring all technical, legal and commercial requirements are in place ahead of contract.

The successful candidate may be based at any Flagship office closest to their home address, including Norwich, Woodbridge, Dereham or Bury St Edmunds. Occasional travel to our head office in Norwich will be required, regardless of base location.
Key Responsibilities
* Supporting the Head of Pre‑Construction and Pre‑Construction Manager to secure development opportunities aligned to the Group’s strategy
* Progressing projects through the Development Controls Process, optimising opportunities to site
* Undertaking comprehensive technical evaluations and due diligence
* Identifying, managing and mitigating design, commercial and construction risks
* Overseeing the establishment of robust legal agreements
* Ensuring client pre‑contract duties under CDM Regulations are fulfilled for each project
* Working with external consultants to produce tender documentation
* Competitively tendering projects across a range of construction contract types
* Ensuring designs align with agreed briefs, Homes England requirements and market demand
* Collaborating closely with Delivery teams to ensure a smooth transition from pre‑construction to post‑contract
* Working with Sales and Partnerships teams to align planning and design outcomes
Skills and Experience
* A proven track record within the construction, development or housing sector
* A relevant professional qualification, degree or professional membership
* Strong skills in due diligence, budget control and risk management
* Experience working with external consultants and multidisciplinary teams
* Excellent communication, negotiation and problem‑solving skills
* A creative mindset with a focus on enhancing viability and buildability
* An understanding of working in a regulated environment
* A full, valid UK driving licence
