The role
Supporting the Pre‑Construction manager to develop and deliver the pre‑construction phase of refurbishment projects pivotal in the delivery of a place‑based asset management strategy. The Senior Pre‑Construction surveyor will undertake, oversee and co‑ordinate the technical design and development of designated projects.
This role is part of Property where you'll help us to lead the way investing and maintaining 46,000 homes.
Applications are accepted from all Orbit geographies, with the understanding that this role will involve significant travel across all of Orbit's core areas: Midlands, South East and East of England.
What you'll achieve
This role will lead the defective building remediation programme and support the pre‑construction manager on more complex projects. The programme has a budget of circa £18m and requires a high level of competency in higher‑risk buildings, knowledge of the building safety regulator and the ability to navigate statutory requirements.
* Develop and manage project plans and programmes for the defective building remediation programme and other allocated projects, taking into consideration standing procedures and stakeholder requirements to establish a realistic and deliverable timeline.
* Prepare cash flow forecasts for the project, aligning against the annual capital plan and asset management plan, and recommend with clear rationale any reallocation of projects and resources into future years.
* Develop and deploy phasing and/or decant strategies to balance minimising customer disruption, timely project delivery and budget/value.
* Take handover from the building remediation team of projects following the initial investigation and risk prioritisation; develop the project through RIBA stages 1 to 4 and hand over to the on‑site project delivery team.
* Prepare, submit and manage building safety regulator gateway documentation, planning applications, building regulation applications and ensure requirements of the Building Safety Act are met. Act as single point of liaison with statutory authorities, managing queries and creating an auditable trail to successful approval.
* Review contractor delivery proposals, scrutinise cost summaries and design details and agree final design proposals. Present proposals to stakeholders for agreement/sign off.
* Support the pre‑construction manager in the selection, appointment and ongoing performance evaluation and monitoring of external consultants and contractors to ensure appropriate consultants and contractors are in place as required and in line with agreed procedures and processes.
What you'll bring
Essential skills
* Educated to degree level in a property‑related subject or holding a relevant professional qualification in Quantity Surveying or Building Surveying.
* Significant proven technical knowledge/experience.
* Experience delivering a programme of work that achieves high levels of customer satisfaction.
* Knowledge of high‑risk buildings and the Building Safety Act, including the gateway process.
* Knowledge of environmental and property legislation, focusing on housing.
* Ability to travel to meet the role requirements.
* Member of a relevant technical institution.
* Knowledge and understanding of large complex organisations and the needs of customers, stakeholders and others at all levels.
* Ability to interpret large data sets, including repair reports, to highlight and identify customer issues that could form part of the project brief.
