Overview
Assist the Asset Manager (Commercial Buildings) in providing a high-quality, efficient and effective property management and property advice service to the Council and its clients/customers/partners. This post offers a hybrid way of working, combining team office and home work, with potential for additional flexible options.
Graduate Surveyor only – Candidates with a degree accredited by the Royal Institution of Chartered Surveyors will be offered a contract conditional upon achieving full membership of the RICS within 3 years, with relevant competencies for the post.
Responsibilities
* Advice to Committees, Elected Members and Council Officials.
* Management of the Council's Property Portfolio.
* Development of the Council's Industrial Portfolio.
* Valuations.
* Disposal of Surplus Property.
* Acquisition of Property.
* Corporate Activities.
* Service Delivery under the Disclosure (Scotland) Act 2020 – undertaking a Disclosure Check.
Qualifications & Experience
* Significant experience in the acquisition, disposal, valuation and management of industrial, commercial and residential property (not required for the Graduate Surveyor post).
* Previous experience working in a Local Authority or Private Sector Estates Team/Practice.
* Member of the Royal Institution of Chartered Surveyors with a minimum of two years post‑qualification experience in valuation and estates management (for the non‑graduate position).
* Degree accredited by the RICS or an equivalent qualification approved by the RICS (for the Graduate Surveyor post).
* Computer literate, knowledge of Microsoft Office.
* Ability to work with initiative, common sense and balanced decision‑making.
* Self‑confidence, self‑motivation and ability to handle a heavy workload with minimal supervision.
* Willingness to travel efficiently and effectively within Moray, normally by car/van.
* Strong organisational and time‑management skills, with ability to meet set standards and agreed targets.
* Current, full driving licence.
* Effective communication (oral & written), negotiation and presentation skills.
* Accommodation to work in an open‑plan office, at heights, confined spaces – basements, attics.
* Flexibility to work in different offices as required.
Salary & Working Hours
Starting Salary: Estates Surveyor – £44,938.40 per annum, with annual increments to £49,273.90 per annum.
Graduate Estates Surveyor – £34,778.25 per annum, with annual increments to £37,642.60 per annum.
Rate: £23.84 per hour to £26.14 per hour (Estates Surveyor) / £18.45 per hour to £19.96 per hour (Graduate). 36.25 hours per week.
