About this opportunity

Westmorland and Furness are looking to recruit a Level 3 Locality Officer to join our Locality Team. In this role, you will work as part of a multi-skilled neighbourhood based team to provide a presence out and about in the community. You will be working across the district and will be expected to carry out a wide variety of tasks.

Being a Locality Officer, you will be proactive and work across many of the Council's services, and deal with issues relating to enforcement, investigating environmental crimes and bringing offenders to justice.

Some of the main duties involve:

* Managing complex situations, with a particular focus on Environmental Crime issues, such as Fly Tipping, Abandoned Vehicles, Commercial and Household Waste enforcement, Public Space Protection Orders and Community Protection Notices (CPN's)
* Undertaking detailed investigations and evidence collection, with a view to further enforcement or legal action.
* Issuing CPN warnings and fixed penalty notices (FPN's)

* Conduct initial investigations, gather evidence, complete statements, and comply with relevant legal requirements

* Interview suspects and witnesses in accordance with PACE 1984
* Prepare cases for court, present case files to senior officers and the local authority ready for the crown prosecution service (CPS) (England and Wales)
* Attend and give evidence in court and at other hearings
* Complete administrative procedures using various digital platforms

* Supporting the migration route for the annual Appleby Horse Fair

* Develop community knowledge to identify individuals and locations at risk of being affected

* Understanding the community, Council assets and public concerns.

* Building and maintaining excellent working relationships with Ward Councilors, Customers and partner organisations.
* Organising and attending public events, forums, and campaigns.
* Supporting new projects and initiatives.
* Support Locality Team with dog fouling patrols across the district

Locality Services is a flexible service that provides customer support which may extend beyond traditional working hours, therefore flexible working arrangements of a rota system may be required.

Who we are looking for…

* Can evidence previous experience of issuing warnings and fixed penalty notices and managing the customer relationship especially when there is a need for further investigation or legal action.
* Can evidence utilising key data in order to target work/resolve issues.
* Has previous experience of organisational involvement or running campaigns, projects, holding forums, events and presentations on behalf of the organisation, with community groups.
* Can evidence previous experience of working cross functionally on key tasks, projects or in order to resolve customer/community concerns/issues in a supportive and customer focussed manner.
* Previous experience of supporting colleague learning and development.

In addition you will have:

* NVQ Level 3 / A Level standard education or equivalent experience.
* A UK driving license and access to a vehicle to use for work.
* The ability to work alone as well as part of a team.
* Have proficient IT skills.
