The role will be primarily accountable for the management of end-to-end procurement activities for the sourcing of subcontracts, materials, plant and equipment for the Power T & D Substation businesses, and may also support other contracts in the Business Unit. Activities include preparation of RFQ’s, management and evaluation of returns, and making sourcing recommendations to award contracts. The individual will lead elements of collecting and analysing internal and external data, contribute to periodic management reports, manage specific supply chains within the divisions to monitor performance and drive continuous improvement, ensuring compliance with internal policies and procedures at all times. The role requires building upon existing supply chain capacity, developing relationships with new suppliers where appropriate, and embedding collaborative working with the estimating and project teams as well as the supply chain.
Please note this is a hybrid role that requires a minimum of 3 days a week in the office.
What you’re doing
* Proactive and efficient approach to procurement of subcontract services, including RFIs and RFQs through the Jaggaer Bravo e-tendering portal to maximise value for money across a range of direct categories.
* Complete a full evaluation of tender responses and compile award recommendations for approval, tracking the total value of ownership.
* Carry out due diligence and commercial checks for supply partners in accordance with business governance.
* Negotiate terms, conditions and prices against tender allowances and targets.
* Ensure project requirements are met and high-quality, value-for-money contracts are negotiated to deliver efficiencies and meet saving targets. Record cost savings and benefits after agreement with project and finance teams.
* Process requisition orders and raise Purchase Orders in line with company procedures and delegated authorities.
* Understand the ground engineering supplier market, keeping abreast of market developments, demand trends and risks; manage market intelligence to inform procurement strategies.
* Establish performance-led, long-term supplier relationships focusing on value for money, product quality and continuous improvement to drive competitive advantage. Undertake strategic supplier relationship management (SRM) and manage supplier performance using Jaggaer e-portal for projects and contracts. Escalate ongoing problems.
* Provide procurement support for estimating and work‑winning opportunities for the business unit.
* Liaise with the work‑winning and Project teams to resolve supply issues as and when required.
* Work cross-functionally with all departments to drive and deliver HSQE+S principles and commercial objectives.
* Build and maintain strong engagement relationships with internal stakeholders and the supply chain.
* Proactively build and maintain strong relationships with stakeholders to identify opportunities to add value and collaborate to solve business problems.
* Support the implementation and delivery of direct business unit and wider group procurement and supply chain initiatives.
* Facilitate meetings with internal and external stakeholders such as market engagement events.
* Develop and analyse procurement management information, including spend reports; prepare and populate monthly dashboards to improve business intelligence and inform procurement decisions and business plans at all levels.
* Promote and utilise group procurement agreements.
* Work in accordance with Balfour Beatty policies and professional best practice.
* Provide cover for other members of the team as required.

Who we’re looking for
* Experience of Oracle R12 and Jaggaer Bravo would be an advantage.

* Knowledge of the construction and civil market.
* Relevant degree or equivalent experience.
* MCIPS or studying towards CIPS or equivalent qualifications.
* Be a team player with key leadership skills and proven stakeholder management.
* Adapt an appropriate style of people management that delivers objectives while considering the skills, personalities and needs of employees.
* Previous project experience within a utilities or construction related environment, working with both materials suppliers and subcontractors.
* Possess excellent analytical and communication skills with a proven track record in negotiation.
* Willingness to travel the UK for supplier visits and project and team meetings.
