The post holder will be responsible for providing first level Human Resources advice as needed to Divisional managers and staff. To provide first line advice, support the Division with relevant initiatives and schemes, maintain data quality for workforce information on electronic workforce systems, and work with a second post holder to ensure service provision.


Responsibilities

* Be the first point of contact for Managers and Staff across the MRC Division requiring HR support and guidance. Provide the \\"HR Gateway\\" for the Division and understand the work location of the HR Team so that urgent calls can be addressed in a timely manner.
* Provide routine first line HR advice and support to managers and staff across the MRC Division regarding a range of workforce issues, including absence management, payroll queries, recruitment queries and changes to contracts.
* Provide support and advice to managers and staff on Trust HR policies, providing clarification when required.
* Ensure that guidance and support fits the needs of the service/manager and is in line with best practice, Trust Policy and current legislation.
* Assess the complexity of incoming issues or queries and ascertain whether the issue needs to be directed to the appropriate HR Consultant / Senior HR Advisor.
* Provide guidance and support to managers carrying out appraisals.
* Be available to managers / staff who may wish to "drop in" for help / advice.
* On an as required basis (weekly, monthly, quarterly etc) run reports relating to outstanding RTWs, overdue and open absences, monthly triggers, etc. Proactively address absence issues by contacting managers, offering support and advice as appropriate.
* Provide support and advice to managers at first stages of absence management procedures, including one‑to‑one coaching on Trust procedures as necessary.
* Attend absence management meetings as required; ensure that the HR Consultant / Senior HR Advisor is aware of any cases that require management under the Policy.
* Arrange a monthly meeting with each HR Consultant / Senior HR Advisor to review all absence cases in their Directorate(s) and ensure all sickness absence is managed appropriately.
* Escalate any problematic cases and concerns to the relevant HR Consultant / Senior HR Advisor.
* Generate half‑pay / nil‑pay reporting across the Division / Directorates, aligning to Long Term sickness reviews in a timely manner.
* Ensure that Divisional workforce related data is maintained and correct so that workforce reporting is reliable and of quality.
* Ensure that the hierarchy in systems reflects the Divisional and Directorate structures, maintaining reporting structures for quality reporting.
* Provide Divisional / Directorate compliance reports to monitor Appraisals / Statutory & Mandatory training on a monthly basis to the relevant HR Consultant / Senior HR Advisor.
* Liaise with Learning and Development colleagues to correct any incorrect records.
* Monitor professional registrations across the Division and minimise registration lapses.
* Report on Fixed Term Contracts across the Division, monitoring FTC durations and highlighting when three years are reached.
* Coordinate content of the MRC HR Intranet pages (information for starters, leavers, annual leave, etc).
* Contribute to HR Team meetings, share learning, discuss issues and solutions, ensuring consistency across the Division.
* Support the Divisional PA in organising staff recognition events and help facilitate arrangements for the Divisional panel.
* Coordinate publication of Staff Annual Survey and support the Divisional drive to improve completion rates.
* Ensure HR files are maintained and up to date; arrange for documents to be filed / admin as necessary.
* Take confidential notes during any formal proceedings / hearings as required by the Divisional team. Produce typed notes.
* On a monthly basis identify starters with 3 / 9 months service, issue feedback questionnaires and provide a summary to HRBP and HRCs quarterly.
* Support the VBI process, ensuring participation aligns to MRC business needs.
* Communicate as needed with the central recruitment team and managers regarding recruitment queries.
* On an exceptional basis undertake exit interviews with leavers where the management relationship has broken down.
* Provide support to other members of the MRC HR team (e.g. data requests, system access support).
* Ensure other Divisional HR Assistant is kept appraised of any issues to ensure business continuity.
* Plan annual leave in conjunction with the other Divisional HR Assistant to ensure continuity.
* Carry out any other duties within scope of post as required by the HR Business Partner / HR Consultant / Senior HR Advisor.


Qualifications – Essential

* Certificate in Personnel Practice or equivalent or GCSE.
* Experience supporting Sickness Review Meetings with managers.
* Experience of working in HR Gateway or similar setting.
* Working to deadlines with a can‑do attitude.


Additional Experience – Desirable

* Experience with reports from Goodshape.
