Job Summary: To provide leadership for the strategic development of the Royal Free NHS Foundation Trust sites, taking authority and responsibility for the management, co-ordination and delivery of the Trust Capital Programme ensuring Trust business development and occupier criteria are met in line with agreed time, cost and quality objectives whilst minimising impact of projects on trust income, patient experience and operational activity, and follow standing financial instructions at all times.
The post holder reports directly to the Director of Capital Planning & Delivery and shall deputise for the Director and represent the Trust on regional and national groups. The post holder is responsible for the successful implementation of capital funded investments and projects from inception to completion, utilising traditional and partnering contract strategies including JCT and NEC contract strategies as well as having oversight of investments in medical devices, estates infrastructure and IMT.
Main duties of the role
* Lead project teams in the development and drafting of investment business cases (SOC, OBC's, FBC's) in line with the Capital Investment Manual and national guidance.
* Lead the design development and engagement process for clinical, clinical support, facilities management and IMT areas of new health facilities, ensuring that the public and staff are fully involved.
* Engage with other public sector partners such as local government, police and fire authorities.
* Support appropriate governance structures and provide assurance in the planning and delivery of the capital programme, providing leadership to a team of capital development project managers, ensuring team behaviours reflect the Trusts values at all times.
* Ensure all projects are transacted in line with best governance principles and designs meet all relevant technical legislative and NHS regulatory requirements, including interpreting national policy and guidance and developing and implementing local policies.

Person Specification
Education and Professional Qualification
* Essential: Educated to degree level.
* Essential: Educated to Chartered Engineer level (CEng/IEng) or equivalent.
* Desirable: Diploma in Project/Programme Management or similar.
Experience
* Significant post-qualification senior management experience.
* Significant experience of strategic project management delivery.
* Significant experience of strategic and operational stages of project development & management.
* Proven leader with multi-disciplinary estate strategy, construction and project funding experience.
* Experience in an acute hospital setting with a demonstrable track record of working with clinicians on NHS capital projects.
* Demonstrable knowledge of HBNs, Firecode, HGN's and HTM's (desirable).
Skills and Aptitudes
* Proven ability to lead and direct multi-disciplinary design, operational and construction teams, communicating clearly both verbally and in writing at all levels.
* Sound constructive and legislative knowledge, including research into building design/materials and innovative application.
* Demonstrable ability to deliver clear effective communication on complex scenarios to a broad audience with variable levels of understanding.
