Job Summary

Band 6: £38,682 – £46,580

Full‑time: 37.5 hours per week

Location: Dual‑site role – Portsmouth & Isle of Wight. Travel between sites may be required.

Main Duties

As part of our Single Corporate Services, you will play a pivotal role in shaping procurement strategy and delivering high‑value, complex contracts that directly support patient care in theatres. You will work across Portsmouth Hospitals University NHS Trust and Isle of Wight NHS Trust, driving efficiency, innovation, and best value.

The role is both strategic and hands‑on. You will lead high‑value and complex procurement projects specifically related to theatre supplies and services, develop and implement innovative procurement methods aimed at maximising savings and improving clinical outcomes, and mentor and support procurement specialists. You will also deputise for the Theatre Procurement Manager and Head of Procurement when required.

Job Responsibilities

* Deliver tenders and competitive pricing exercises, arrange trials, source products and suppliers, and manage contracts in full compliance with the Procurement Act and NHS regulations.
* Collaborate with clinical and operational teams to ensure specifications and evaluation criteria are accurate and fit for purpose.
* Use the Atamis E‑Tendering Solution and Microsoft Excel to manage procurement data, generate reports, analyse data, and administer tender processes.
* Incorporate lessons learned and drive innovation to support continuous improvement across the department.
* Support the development of procurement policies and the annual work plan.
* Build and maintain strong supplier relationships to ensure best value for money in all procurement activities.
* Lead and develop a high‑performing procurement team, including mentoring and skill development.


Person Specification


Qualifications

* Essential: Working toward or knowledge of professional purchasing principles acquired through the Chartered Institute of Procurement and Supply (CIPS) and relevant training and experience.
* Essential: Experience and a good understanding of theatre products and operations.
* Essential: Demonstrated strong supplier and customer partnership skills.
* Desirable: Experience of Prince 2 Practitioner (project management).


Experience

* Essential: Expertise in contract management and procurement legislation, obtained via formal training or operational experience within the procurement team.
* Essential: Demonstrated experience negotiating contracts in a large organisation with a track record of achieving significant cost reductions and adding value.
* Essential: Experience of competitive tenders/quotations.
* Essential: Experience of innovative methods of achieving savings.
* Desirable: Evidence of project management experience or equivalent qualification.
* Desirable: Experience of working in the public sector and proactive category management.


Knowledge

* Essential: Good knowledge of procurement and contract management to provide specialist advice.
* Essential: Competence with Word, Excel and Access.
* Essential: Good communication skills – written and oral at senior manager level.
* Interpersonal skills suitable for working as part of a large team.
* Ability to use initiative and work independently.
* Well organised with the ability to prioritise workload.
