The Information Commissioner’s Office (ICO) is establishing a new Regulatory Impact and Growth Expert Panel (RIGEP) and we are seeking both experienced economists and regulatory policy impact professionals to join as panel members.
Serving on the panel provides a direct route to influence nationally significant policy issues, engaging with cutting‑edge topics at the intersection of data, technologies such as AI, and economic growth.
RIGEP will play a key role in strengthening the quality, consistency, and credibility of our analytical outputs. Members will provide peer review and expert insight on work linked to the ICO’s Impact Assessment Framework (IAF) and Ex-Post Impact Assessment Framework (EPIF), including:
* Impact reviews and evaluations (ex-post)
* Impact assessments (ex-ante)
* Outputs related to our statutory growth duties
Panel members will also offer higher-level advice on trends in output quality, emerging methodologies, and developments in the wider economic and policy landscape.
We are seeking four to five experts with strong analytical and policy credentials. Regulatory experience is preferred but not essential. Suitable backgrounds include:
* Academic economists
* Former or current senior public sector economists
* Policy professionals with expertise in impact measurement and evaluation
* Specialists in the Green Book and/or Magenta Book
* Think tank or sector body economists
* Experienced economic consultants
Panel Operation & Commitment
* Three scheduled meetings every four months, plus flexibility for one ad‑hoc meeting per year
* One meeting annually will be held in person; the remainder will be online
* Panel members will be listed on a dedicated page on the ICO’s website
Pay
* £500 per member per meeting
* Up to £150 travel allowance for the annual in‑person meeting
Term of Appointment
Members will be reviewed for continuation every 12 months.
