The project:
Working in the cost discipline of Integrated Project Controls (IPC), under the direction and leadership of the IPC cost & forecasting manager, to take responsibility for all aspects of cost within either one of the programme controls teams or the central controls team within the HPC project. To help lead the establishment, development, maintenance of timely, accurate cost data, and reports, including forecasts, performance analysis, earned value, cash flows, and monthly reports on the Actual Cost of Work Performed (ACWP). To support the client in minimising the Estimate at Completion (EAC) for the programme in accordance with best value. It is the overarching objective of the Integrated Project Controls (IPC) Function to act as a centre of excellence: the intelligent owners of the single source of delivery performance information, operating as an integrated enabler for the successful delivery of the HPC project.

You’ll be responsible for:
1. Manages a range of PMO and project controls performance on an assigned commissions under supervision and mentorship of more senior PMO, project controls or project/programme management professionals assigned to that commission.
2. Develops the effective implementation of PMO and project controls framework/strategy on assigned commissions.
3. Actively develops internal and external stakeholder relationships building strong professional relationships with client/client representatives.
4. Contributes to the preparation of monthly reports and the facilitation and delivery of performance reporting and reviews.
5. Recommends and develops PMO and project controls methodologies including EVM.
6. Manages the integration of all PMO and planning disciplines including risk management and planning.
7. Improves the alignment of all PMO and project controls activity to the Mace control centre, client requirements and other legislation.
8. Provides comprehensive technical expertise in support of PMO and project controls performance.
9. Works collaboratively towards the common goal of net zero carbon transition and share responsibility for the proactive identification and management of the associated carbon emissions and reductions during the delivery of work.
You’ll need to have:
10. Leadership capability.
11. Detailed understanding of cost management methodologies and techniques.
12. Technical and practical comprehension of engineering, procurement and construction methods and techniques in a UK context.
13. Detailed understanding of earned value analysis.
14. Ability to understand and interpret complex cost data.
15. Ability to understand and use cost management software.
16. Understanding of various contract types, in particular the NEC suite and FIDIC.
17. Working knowledge of cost risk analysis techniques.
18. Good commercial awareness.
19. High level of analytical and numerical skills.
20. Good attention to detail.
21. High standard of interpersonal skills.
22. Ability to build relationships both internally and externally.
23. Excellent written and verbal communication skills at all working and management levels.
24. Minimum of a degree in engineering, construction, quantity surveying or another related field.
25. Professionally qualified with chartered or equivalent status.
26. Proven relevant experience in a project management or project controls environment in a similar cost role on a major construction project.
27. Proven leadership experience.
28. Experience in the use of cost management software systems such as EcoSys.
29. The jobholder will be expected to have a working level of knowledge of, and to use, the following (or similar equivalent) software tools: EcoSys (Cost, Changes, Earned Value Management), SAP (Financial Management), Microsoft Office software (Excel, Word, PowerPoint), Teamcenter (Document Control).
You’ll also have:
30. Knowledge of estimating, scheduling and risk management techniques and associated software
31. Influencing skills
32. Ability to build relationships with project stakeholders, and to act on behalf of the programme team as their representative.
33. Working knowledge of French and/or Chinese languages an advantage.
34. Experience in the use of a scheduling tool such as Primavera P6.
35. Experience in the use of a risk management tool such as ARM.
36. Experience in presenting complex information to senior executives and shareholders.
37. Experience in the nuclear sector.

The Project controls team operate or interface with the following key systems and a working knowledge of these systems would be an advantage: EcoSys (Cost, Changes, Earned Value Management), ARM (Risks, Opportunities, Trends), @risk (QCRA), Safran (QSRA), Primavera P6 (Scheduling), Synchro (Schedule 4D modelling), Acumen Fuse (Schedule Analysis), Adobe Professional (Report Publishing), Power BI (Business Intelligence Analytics), Microsoft Office software (Excel, Word, PowerPoint, Access), SAP (Financial) and CEMAR (Supply Chain).
