Are you looking for a role where you can help people to live the lives they choose, in their own home, supported in their communities?
We are looking for an enthusiastic, motivated individual to join our adult social care strategic commissioning team as a Commissioning Officer, specifically to support our work related to the commissioning, quality assurance and regulation of supported housing across Torbay.
This role is central to delivering our strategic vision of supporting more people drawing on adult social care services to experience independence in a home of their own, with excellent skilled support. You will be working closely with commissioned and spot-purchased support providers, landlords, developers, statutory agencies, family carers and people drawing on health and social care to create new housing opportunities and improve existing services.
This is an exciting time to join the team as we begin to implement the Supported Housing (Regulatory Oversight) Act 2023, you will be a key part of developing, shaping and transforming the supported housing sector in Torbay to ensure high-quality accommodation and services that are effective, safe, legally compliant and delivering great outcomes. We are also redesigning our market framework to have a wider impact on provision at either end of the local supported housing supply, so you would be covering a span of provision from preventative accommodation services to services for people with highly complex needs.
You would play a pivotal role in supporting providers and improving performance across a wide range of services. You will support lead commissioners on joint commissioning initiatives and funding bids, advocating for resources to ensure the needs of the Torbay population are met. This work would be underpinned by a strong understanding of contracting, service development, housing funding streams, current housing social policy, and an interest in the pressures faced by local supported providers and landlords.
You would be part of a dynamic strategic commissioning team focused on improving the lives and outcomes of people living in Torbay. This role would suit someone already working in a role related to commissioning of care and support services or in a related role in the supported housing sector, wanting to develop their skills as a local authority commissioner.

Skills
Essential:
* Ability to manage projects taking full accountability for all aspects of delivery, owning the projects and ensuring that all stakeholders are fully engaged.
* Ability to assimilate, understand, analyse, interpret and communicate complex information and data to inform creative decision making.
This role requires the ability to fulfil all spoken aspects of the role with confidence and fluency in English.
Knowledge
Essential:
* A theoretical understanding and comprehension of the commissioning cycle and relevant practical experience of how this is then applied in real world scenarios.
* Knowledge of the current trends and issues affecting the commissioning and delivery of social care services.
Experience & Qualifications
Essential:
* Educated to Degree level standard (including HND, professional/enhance skill qualification) or equivalent or demonstrable work-related experience in appropriate areas.
