Job Description:
Bumerangue is a block within the Pre-Salt Polygon in the Santos Basin offshore Brazil. It is bp's largest discovery in the last 25 years. The development program for the Bumerangue block is based on a Float Production Storage and Offloading (FPSO) and associated subsea systems in the shape of Subsea Production Systems (SPS) and Subsea Umbilical Risers and Flowlines (SURF). Bumerangue block is located at ultra deep waters (i.e., >1500m). The development vision includes the delivery of an Early Production System (EPS) as the first Phase 1 followed by a multi-phase Full Field Development (FFD).
Role Synopsis:
Project Controls Manager (PCM) will need to be passionate about competitive project delivery and leading in a cross-cultural environment. The PCM will build and lead a team of bp staff and agency – a potential mix of expatriate and national employees across multiple offices and construction sites. This role will provide day-to-day support to the Brazil Projects leadership team, collaborating with VP Projects and integrating across multiple delivery teams and PGMs. The role will initially work in Sunbury closely with the AGM and GCD PCM to integrate front-end project activities for the EPS. Then will recruit and ramp-up a project controls team to take responsibility for all project controls activities in FEL2B.
The role will report to the Discipline Manager, Project Controls and be part of the Project Controls Leadership Team. The PCM will ensure the integrity and efficiency of estimating, planning / scheduling, cost, project MoC, and project/function risks; working to drive standard project controls procedures / tools, implement continuous improvement, and handle conformance to internal and external requirements and partner expectations.
Key Accountabilities:
* Act as the primary point of contact for all project controls related activity for the Brazil operating base PGMs and VP Projects and integrate the project controls team supporting the project(s), working with sub-discipline leaders to ensure project controls capability onboarded at the right time/place.
* Drive and implement standardization and continuous improvement for the discipline. Implement reliable tools, systems & processes, and embrace standards vital to successfully supervise progress and control project costs and risks
* Ensure delivery of stage gate estimates and schedules (including the basis of estimate) to underpin Finance Memorandums (FMs). Ensure development, maintenance and review of the master schedules both at project and portfolio levels, including impact assessment of change/trends and uncertainties. Ensure regular verification of project in accordance with the project verification plan (PVP) including regular cost and schedule updates and risk analysis (MCEs).
* Support clear MOC development and analysis of project changes with respect to cost and schedule
* Ensure the preparation, tracking and review of detailed project cost reports including budgets, commitments, actuals, forecasts, variances and uncertainties.
* Deliver accurate and timely performance data, benchmarks and insights to support efficient and effective project execution.
* Where necessary, manage contractors to ensure compliance with bp controls strategies, plans, and procedures.
* Support Finance and Procurement teams with multi-year development and construction portfolio planning, including capital forecasts and working capital needs.
* Promote knowledge sharing among discipline members for consistency of solutions and sharing of ideas and findings..
Essential Education, Experience and Job Requirements:
Engineering, Project Management, Finance, technical or equivalent
Proven experience of project controls and industry experience
Strong leadership experience, with a confirmed history of managing teams, developing talent and working in ambiguity
Solid understanding of budgeting, forecasting and planning processes and best practices
Ability to work with all levels of management and key partners
Proven track record of balancing multiple projects / delivery lines and meeting deadlines
Bias for standardization, simplification and efficiency, promoting consistent fit-for-purpose deliverables that align with our project procedures and guidelines and meet business needs.
Good written & verbal communication skills.
Desirable Criteria:
Accredited Project Management Professional or Chartered Project Professional (PMI, APM).
Good understanding of different methods of project / government financing / funding and legislation / policy.
Experience with bp Capital Value Process / Project Delivery Common Process.
Experience in portfolio analysis and resource modeling.
Understanding of internal and external (independent) benchmarking.
