Morgan Hunt are delighted to be partnering with a Public Sector organisation in Kettering, England to appoint a new Procurement Manager on a full time and permanent basis.
Key Responsibilities:
* Lead and manage end-to-end procurement activity across the Group in line with Public Contracts Regulations 2023 and internal policies, ensuring governance, transparency, and value for money.
* Provide procurement advice, guidance, and training to staff, promoting consistent processes and supporting category strategy development.
* Manage tendering processes, framework use, supplier due diligence, and contract negotiations to secure optimal commercial outcomes.
* Maintain central contracts register, forward plans, and audit-ready records, ensuring compliance with financial regulations and procurement policies.
* Conduct market engagement, spend analysis, and performance monitoring to identify trends, savings, and continuous improvement opportunities.
* Support capital, estates, digital, and service transformation initiatives by advising on sourcing strategies, contract structures, and risk management.
* Develop and maintain strong supplier relationships, monitor performance, and resolve issues to ensure service levels are met.
* Stay up to date with legislative and regulatory changes, including sustainability, Modern Slavery, and GDPR requirements, and integrate them into procurement processes.
Personal Specification:
* CIPS Level 5–6 (or working towards) with proven experience in end-to-end public sector procurements
* Strong understanding of procurement law, frameworks, spend analysis, and financial controls
* Excellent communication, influencing, and analytical skills
* Highly organised, detail-oriented, able to prioritise workload, make sound judgements, and drive improvements across processes.
* Commitment to safeguarding, equality, diversity and inclusion, with flexibility to work across sites and attend occasional evening events.
