We have an exciting opportunity for a Digital Innovation and Technology Lead to join us!
This is a full‑time role with hybrid working (minimum 2–3 days office based), and a salary of £55,296 - £60,286 per annum. This role is within our Adult Social Care and Health directorate, within Systems, Performance and Communities.
About Us
The Royal Borough of Windsor and Maidenhead (RBWM) is set in the wider county of Berkshire, one of the most economically productive and innovative areas of the country. The borough council – a unitary authority – takes pride in its exceptional team of dedicated professionals who are passionate about providing quality services to the community. RBWM is a unique borough, with huge opportunity given its proximity to London and expanding business sectors, as well as being a major cultural and tourism area which includes international attractions such as Windsor Castle, Legoland and Ascot Racecourse.
Given our Royal connections, the eyes of the world are often on us and we continue to rise to the challenge. At RBWM we’re focused on practical improvement, delivering safe, high‑quality services while making sure resources go further. In Adult Social Care, we’re increasingly using technology‑enabled care and digital tools to support independence, prevention, quality improvement and value for money. This role is a real opportunity to shape that agenda and make it work on the ground for residents and practitioners.
The Role
As our Innovation and Technology Lead, you will drive the development, evaluation and adoption of technology‑enabled care across Adult Social Care. You’ll identify where digital solutions, assistive technology and new tools can genuinely support better outcomes, reduce risk, and improve efficiency, and help teams embed those tools into everyday practice and drive prevention outcomes. This is not a “strategy on a shelf” role. It’s delivery‑focused: leading pilots, building business cases, supporting and driving change, and using data to show what’s working and what isn’t. You’ll work closely with colleagues across Adult Social Care, IT, Finance, Commissioning, other RBWM directorates, providers and partners to implement solutions safely and effectively. You’ll report to the Assistant Director Systems, Performance and Communities.
Your Role Will Involve
* Leading the introduction, testing and rollout of assistive technology and digital care solutions that support independence and improve outcomes.
* Advising teams on where technology can reduce risk, improve quality, and support prevention.
* Building robust business cases for investment, including cost–benefit analysis and value‑for‑money assessments.
* Leading and delivering pilots and small‑scale projects, with clear documentation, stakeholder updates, and risk management.
* Working with practitioners, providers and partners to build understanding and adoption of digital tools in care planning and pathways.
* Using data and insight to identify opportunities—including spend, activity and care package patterns—and working with the Data & Performance team on dashboards and evaluation.
* Ensuring solutions are compliant with information governance, cybersecurity and GDPR, with clear SOPs and decision‑making frameworks.
* Supporting procurement activity and monitoring supplier performance and contract variation linked to technology‑enabled care.
What We Are Looking For
* The ability to manage multiple workstreams and deliver at pace, to deadlines.
* Strong analytical skills, able to use data to inform decisions and evaluate impact.
* Confidence working across teams, social care, IT, providers and external partners, and influencing stakeholders, including presenting recommendations to senior managers.
* Strong experience developing business cases and assessing value for money.
* Experience implementing or supporting adoption of assistive technology / digital care tools / innovation solutions in social care, health or the public sector.
Desirable But Not Essential
* Project management / digital transformation training (e.g., PRINCE2, Agile).
* Assistive technology / telecare / technology‑enabled care training.
* Experience of commissioning, contracting or procurement.
What We Offer
* 32 days annual leave.
* Flexible working including a hybrid working pattern for a better work‑life balance.
* Generous Local Government Pension scheme includes life cover (3 times of annual salary); and an Additional Voluntary Contribution (AVC) scheme to enhance your pension provision.
* Free employee parking close to the offices.
* Give As You Earn scheme.
* Instant Reward Scheme to recognise and reward innovative achievement.
* Employee Assistance Programme providing counselling, advice and information.
* Access to discounts and deals with hundreds of retailers, including discounted gym memberships and travel deals.
