We have an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme. Your role will support risk mitigation, issue resolution, and remove barriers to ensure alignment with the business case and value for money.
We seek someone with a proven track record in managing complex financial information, collaborating to maximize value for money, and influencing ongoing investments.
Key Tasks Include:
* Understanding the financial and economic basis of the Programme’s business case and spending review bids.
* Aligning programme deliverables with strategic objectives and managing change control processes.
* Supporting the Programme Manager in assuring changes to Time, Cost, and Quality, working closely with delivery teams to ensure affordability and value.
* Managing queries from senior stakeholders and delivering regular reports, including financial tracking across EA, Defra, and external suppliers.
* Supporting investment and funding activities alongside the Programme Manager and Director.
* Ensuring adherence to governance and assurance standards.
* Supporting business management through whole life cost allocations.
The Team:
The Digital, Innovation and Programmes team oversees the Digital Strategy across E&B, shaping the delivery of digital services that will transform environmental regulation. You will work within a multidisciplinary team, including Defra shared services and third-party suppliers, to develop user-centered online services and digital platforms that are efficient, simple, and fast.
Experience/Skills Required:
* Experience in fast-paced, dynamic project environments.
* Proficiency with Microsoft products (Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial data.
* Understanding of financial, business planning, and budgeting processes, including charge funding, CDEL, and RDEL.
* Experience with purchase order processes.
* Knowledge of business cases, approval routes, and assurance processes within EA and Defra.
* Experience in digital programmes is beneficial but not essential.
* Awareness of governance around spend control and assurance processes.
* Ability to lead and engage stakeholders, driving innovation and best practices.
