We are offering an exciting opportunity to join our team to support the development of public spaces including parks, play areas and sports facilities.
The purpose of the role is to improve the health and wellbeing of people in Tower Hamlets and reduce health inequalities by creating places where people can improve their physical and mental health, stay active and connected and enjoy themselves.
The post holder will work as part of a team supporting the programme manager to deliver a pipeline of capital works at exceptional value for money as well as suggesting priorities for investment over the coming years.
The role is expected to:
1. To manage the cultural capital programme and support the Directorate in the effective delivery and management of the Council’s Cultural Capital Programme through taking responsibility for the overall day to day technical operations of delivery at best pace.
2. To have an in-depth understanding of the strategic implications of prioritised projects and programmes and have the ability to work with and gain the full confidence of the Council’s senior managers and elected members using recognised programme and project management techniques.
3. To have a sufficient understanding of complex, political and financial issues to ensure that investment decisions and the resulting technical delivery of the programme provides best value to the Borough and underpins the strategic aims of the Council whilst fully supporting Mayoral priorities.
4. To lead on and be responsible for ensuring that consistent and effective capital programme-related project and programme management disciplines are maintained across Directorate Client Teams.
5. To lead on and ensure that Section funding is awarded in full compliance with planning obligations in accordance with the purpose for contributions under s agreements.
6. To ensure that Directorate Client Teams and the Capital Delivery Team adhere to the Council’s governance processes and that the technical delivery of ‘built product’ is in full compliance with published capital programme guidance, procurement, legal and audit requirements.
7. To effectively manage change and deliver the objectives of the Directorate, playing a key role in the process of reviewing changing and leading the organisation.
